What is better: Scyther or Scizor?

UU isn't exempt from Stealth Rock...alot of things learn Stealth Rock opposed to the 5 odd pokemon who learn Spikes.

If anything Stealth rock is a bigger threat in UU since majority of Pokemon fell short in performance because of SR in the OU game. Most of the pokemon within OU are either neutral or resistant to SR.
I'm noob to UU metagame, so that begs the question - what are typical UU stealth rockers?

Pinsir, Dunsparce, Shuckle, Magcargo, Kecleon, Torterra, Rampardos, Wormadon, Lunatone, Miltank, Kabutops, Clefable, Wigglytuff.
 
As to whether or not a particular scyther should evolve, it obviously depends on the scyther. Obviously, a scyther whose best potential is as a scyther looks completely different from a scyther who should evolve.

In particular, NATURE, but also which IVs are the most important. For instance, Jolly/Adamant is obviously a better scyther, where as an Impish Scyther should probably go get a metal coat.

Don't forget steelix, he's one of the most common.
 
Ever seen a scyther switching into SR then subbing down to 25% activating Swarm holding an Insect Plate doing X-scissor? This already does more than SD quickattack from Scissor. Add one SD to the scyther and he sweeps.
