It was already mentioned in the OP. However, I am repeating.
This round started before the tier shifts. So, the tier is locked, ie, it will be same as it was in the last round.The pokemon that dropped with the tier shift are banned and the pokemon which went up are allowed to be used.

Yeah, they are allowed as this round started before the tier shifts took place.
