"Your message was not sent because you've been typing too quickly."

This happened to me too, along with a few others. I'd say to ask this kind of question in the technical support thread, but I don't think there's really a complex answer. For now, use a different alt and wait until the next server restart.

Like what Alter said, the server is crashing for some people. Just be patient and hopefully this will get resolved after the sever restart.
 
No need to hope. This is exactly the problem that the server restart is fixing.
