I've been refining my ZA Eel team, I'm pretty happy with this version. Dragon Pulse on Eel is much more consistent than Giga Drain in this tier and Scarf Hoopa provides an offensive special attacker switchin-in that breaks early game and cleans up late. As a fellow Eel believer I hope you can see the vision...and trust me CB Gourgeist is NOT a larp. Sneak is great insurance Delphox, Starmie and other fast attackers, Trick is great insurance against passive walls like Skarm and Clef, and both STABs are high power to apply pressure while effortless spinblocking the best spinner in the tier.

The team works well even if you can't keep up webs, as Eel gets a free switch-in on pretty much every Defogger and double CB priority cleans up fast threats. With a little luck I took a game against the legend of ZA himself who was rocking alleged Eel kryptonite Leftovers Goodra-H, despite fumbling my Slurpuff and Scizor early on.
