No you don't need an AR. This is totally doable entirely on an Emerald cart w/o any external assistance.
Well... it can be difficult because you have to hatch an egg multiple times for both the PID and the IVs, especially if you're unlucky.
Also, many people can't do it right now because the spreadsheet requires Excel 2007 or later with macros enabled otherwise it doesn't work. That will be a stalling point for some until RNG reporter implements Emerald Egg PIDs.

If you have a retail Emerald cart and you feel like getting Pokémon from there go for it. More power to you if you can get Pokémon that many people cannot.
