And really, RNG abuse is a lot easier than it sounds. It just has a bunch of fancy words. At a very basic level, think of it like this completely irrelevant example:

You're trying to hit a number. To get to this number, you hold your breath. The number of seconds you hold your breath is the number you start off with. You can add multiples of 10 to the number until you've hit the number you want. If your number is something like 22, you're going to have to adjust the amount of time you hold your breath so that the seconds ends in a 2.

Now, comparing it to RNG abuse, the length of time you're holding your breath is like the seed. Except the seed is the date you start your DS, the time, and the amount of seconds you spend in the title screen x 10. Adding multiples of 10 is like advancing the frame. Except we're dealing with large numbers, so the seed is going to be a lot more specific than a number like 10 or 32.

Well, it was pokewalker RNGed, and it seams impossible to get swift swim that way....

Not certain on the EVs, but it has 240+ HP, 252 sp.at, and it might have a little speed....It might be less then four though. I don't know.
