She gets Ice Beam anyway, is this usable? I think it really needs HP Ground or Fighting..

You had to go and beat mine that I just got yesterday :'(

But seriously, congrats! I replace HP Ground/Fighting with Helping Hand with the set that I use, but there's plenty of other options. Cress is more of a support Pokemon anyways, so losing a Hidden Power isn't really that terrible.

No, since Adaptability is its hidden ability. If it evolves he will have Cute Charm, which is the Hidden Ability of Milotic.

Pokemon with Hidden Abilities capable to evolve will always have their Hidden Ability when they evolve.

You want a Swift Swim Feebas for Marvel Scale Milotic, or an Oblivious one for Competitive when it evolves. Adaptability becomes Cute Charm.
