WISHMKR Jirachi and Japanese Ageto Celebi can be shiny. This is because in Gen. III, they couldn't make the game advance one if it encountered a shiny spread like it did in Gen. IV. However, they are a rarity.

I know for a fact WIHMAKER Jirachi's are shinyable actually ONLY WIHMAKER can be shiny. The reason why ghey got their stuff wrong was because it had a different complex algorithm. Colosseum & XD had similar algorithm to non shiny or can't be shiny Pokes.

Sorry to say, but your sources are wrong. There's tons of Shiny WISHMKR Jirachi's and a few Shiny Ageto Celebi's on Smogon alone. Ask EPPIE, she did her shiny Mew in a similar way to getting those to be shiny.
