The Masuda Method makes it quite a lot easier to hatch a shiny Pokemon. When you breed a Pokemon with an international partner, the odds of the offspring being shiny are dropped to 1/2048 instead of the standard 1/8192. Chaining works well if you just want a shiny Pokemon of a certain species...

I don't see why drought is such a threat. Grass types are the only true abusers (with Chlorophyll) in my opinion, and they don't even get STAB fire attacks. I guess it's just me, though. I'm just stating my opinion.

Weather leads like Politoed, Tyranitar, and Hippowdon can be countered by Whimsicott pretty nicely. I'm not as sure about sun teams, but those don't tend to be as common or fair as well. I believe that his nature is set when you talk to the granny. It definitely isn't set when you encounter him in the wild. That's what I originally thought, but I realized I was wrong after several resets.

You can use Serebii's listing of his max stats for level 50 to get a pretty good ballpark of his IV's. That's all I know to do, though.
