(Incidentally yes, there is a switch phase when you phaze an opponent out for whoever is starting first. The weakness of phazing is you might end up with both type and move disadvantage. You can switch, but your opponent can decline. Basically there's no real downside to phazing when you go second, but if you phaze when attacking first, you get multiple rounds of move disadvantage.
Also, Steelix should take 6 damage from rocks for double resistance, just like Lucario. Only two mons with 4x resistance lol.)

Begin with Substitute (15 HP), followed by Earthquake to have Lucario send a Counter right into your substitution, and finish with Dragon Tail to send Lucario sailing. With all the hazards down, it won't be back to bother us.
So I made a promise to myself, that if I roll friggin' Drought one more time this round, I am definitely going to roll out a huge plot-twist. After all, Glacier hoped in the OP that Sky Tower weather effects wouldn't be fun if it's boring.

Clubs-Lucario prepared itself to face the end of his part in this battle by bracing and Enduring himself, oblivious to the fact that WP-Steelix Substituted himself with a stack of coiling rocks. It is only when attempting to Counter the latter's Earthquake, that the former realizes its plan backfired. Firing off its trademark Aura Sphere, Clubs-Lucario gets sent back to its Pokeball by a whiplash from WP-Steelix, with Regisand-Claydol caught as collateral due to the sudden pull towards the terribly hazardous grounds-

With Claydol down for the count now would be a good time to play it safe. I don't really like the idea of that Groudon on the field for very long, but I'd rather risk the RNG, and go with a Pokemon I know can get me out of a potential bind. A Pokemon that is very hand-y.

Golurk KO'ed Slowking and Dragonite, and is the last to hit Claydol before entry hazards KO. Dragonite is the last to hit Golurk before EN KO, Lucario is the last to hit Fidgit before entry hazards KO. Glacier reffed 2 rounds, TRG 3 rounds, myself 9 rounds including this very one.
Severely weakened by the previous match-up, ARMageddon-Fidgit fell quickly to Groudon's mighty Earthquakes, while Prince-Sawsbuck Substituted himself using nearby foliage to lessened the impact. And then wildly, came the war cry. "Return the damage, Prince!" Simon actually ordered an attack on the monstrous legendary! But soon even Simon realised the futility - that both of them can't hope to win, just to survive - and Prince-Sawsbuck settled back to Synthesize some solar energy into healing caused by the ground hazards, but Groudon simply whipped its Tail- into a nether dimension?! Simon's belt flashed, and suddenly Clubs-Lucario fell within the bounds of his own Pokeball! How did Groudon mastered the draconic power thus so that it can manipulate space?
Just when all hope seemed lost, cloud banks began to gather in the horizon, moving fast towards Sky Tower. Sensing the change in the air currents and the land beneath his feet, Groudon deceptively lumbered away, as the first raindrops fell again upon Sky Tower. Deck Knight mutters, "Better get out of here quick, we're in no condition to face another legendary. I can't battle and look out for Simon at the same time. Groudon can wait - as do Kyorgre, should it comes."

I'm not quite sure what our foe has planned, but use Fly to get well out of danger's path, then use Substitute (15 HP) so our foe will waste considerable energy trying to drain a copy. Finish with Draco Meteor.
