Here's the complete UU speed tier list. I've compiled all viable Pokemon that are of the UU tier and below to this list. The tiers are arranged by the same rules as the previous Gen 4 UU speed tier: http://www.smogon.com/dp/articles/uu_speed_tiers
The fomat is: Speed / Pokemon / Base Speed / Nature / EV Investment / Boost Rotom-A = All Rotom formes (Rotom-Appliances) Tier 0 (+1 / +2 users to >90 base Speed)

I'd mention 252+ Wynaut. Iirc it reaches 139 speed or something, so it can encore Chansey to oblivion. Also, on 170/Lanturn you say Lanturn again where the nature should be cx And for that matter, is there a difference between Lanturn and the other base 70s above it?

Couple of small things
373 / Feraligatr / 78 / Neutral / 228 / 1 / 31 273 / Emboar / 65 / +Spe / 244 / 1 / 31 372 / Alakazam, Sceptile, Dugtrio / 120 / +Spe / 252 / 0 / 31 373, I'm assuming? Also, I think Sharpedo rarely runs max speed. I can't remember the numbers off the top of my head, and if I have time I'll go get them, but for now you should look into that. Still awesome! C:

What I mean is that since Sharpedo almost always runs Protect, the speed before a boost is rather irrelevant. Instead, the investment reflects what you want Sharpedo to outspeed after X number of boosts. For example, many people use 80 EVs (after 2 SBs, outspeeds +1 base 100+s) or 148 EVs (after one SB , everything in the tier unboosted)

So going with 92 Speed EVs instead to reach a 249 Speed (as well as outspeeding neutral speed Cyrogonal) would be the best option. With 148 EVs, it reaches 263 Speed, which after a Speed bost, reaches 394. It fails to outspeed Jolteon or Aerodactyl, so it's better to go with 152 Speed EVs instead. I'll add these. |

Uh, I am completely sure that there is no Bisharp that has ever been used with max Speed, so I don't see the reason of it being in.
