  • Starmie has perfect coverage in Hydro Pump, Ice Beam, and Thunderbolt, and this makes it a fearsome attacker when coupled with its incredibly high Speed, especially under rain.
  • Hidden Power Fire takes out Ferrothorn, Psyshock allows it to do good damage to special walls, while Recover allows Starmie to heal off of resisted hits and Life Orb recoil.

  • This set is meant to take advantage of Starmie's speed and access to Gravity, helping to set up a Gravity team. Starmie can take advantage of Gravity itself to use Blizzard and Thunder effectively, and Hydro Pump also attains 100% accuracy, making it a more reliable option.

  • Starmie can make an excellent attacker on rain teams, as its excellent Speed makes it useful even when rain is not up.
  • Surf is a very powerful Water-type attack with rain active, and Ice Beam and Thunderbolt round off coverage. Blizzard is usable for its spread damage, but its accuracy is atrocious, while Thunder is useful in rain as a more powerful Thunderbolt.
  • Protect allows Starmie to avoid a hit, which is useful with its frailty, but Starmie is the quickest Gravity user, and with Gravity up, it can take advantage of Blizzard and Thunder, and can set up a Gravity team.
 
starmie needs a gravity set (for both singles and doubles) because the games usually don't last long and he's the fastest user of it iirc
 
I think Starmie is one of the worthier users of Protect, though it is certainly a common move among ALL Pokemon. It should be in a secondary spot to one of its attacks.
