Library of Abilites:
Somewhere deep in the empirical city (no not the famous one, the lesser known empirical city), lies a forgotten place of magical literature, The Etheral Libraries. This majestic palace of a place is getting older due to no one taking care of it, but it still holds a pwerful secret; The books! they hold descriptive passages of every known ability of man and pokemon. and since this place is magic, when you battle here the books come alive! they miss being used (refer to the kitchen ware fom beauty and the beast), and they will willignly let you use their power! As you send a pokemon in, two random books will soar straight into your pokemon, and with a flash of power, they will be incapable of using their original abilites! but fret not, they will have two new abilites! weather its for good or worse, we know not, but it sure does make for an intersting battle!

Ref RNGs two abilites for each pokemon. If a pokemon is FE then they get 3 RNG'd abilities.

The arena is 200 feet by 200 feet, square shaped. the walls of this arena are tall and dusty book shelves, and the floor is covered in a deep pruple and gold carpet, giving the place an old but magical feel. there are some lights, not too much though. every pokemon can see just fine though

(e.g. Aerial Ace goes from 6 to 9, Mach Punch goes from 4 to 6, etc.) The Energy Cost for a one-hit or two-hit attack is increased by one (1). Each hit in a multi-hit move is boosted by one (1) damage, and the Energy Cost for mutli-hit attacks is increased by two (2).

Info on Drake: Glacier was enjoying the sights of the seafoam islands as he passed through the southern boundaries of kanto. He was thrilled that a seemingly tropical island contained such icy extents. after going deep within the caverns there was a sudden crash! some belligerent fool in the carvern above was pushing boulders down holes! the sudden crashes caused the floor to break, and without warning Glacier fell into the icy torrents in the lower most floor. with very bad athletic abilities Glacier didnt last long, and quickly fell into unconsciousness.

when he woke up Glacier was inside a small crevice in the seafoam caves. cold and wet, he turned to his side to see a small but valiant shellder. Ever since that fateful rescue, Drake has been close to Glacier's heart. With wit and clever attacks Drake can change the tides o the match, and can even surprise opponents.

Water: Water STAB; Can breathe and have excellent mobility when underwater, are less capable on land unless they are entirely amphibious.

Moody (DW): (Innate) This Pokemon's traits are always fluctuating from one strength to another. Glacier stepped into the creaky old library, feeling the hidden power within its walls. the sky was a dim gray, and very little light was present. still, Glacier could pick out all the books and misconformities in the darkness, including one Brandon, his opponent for the night. Lets see if we call beat this guy again, he thought cautiously. he never failed to forget he lost the first match between the two. He reached into his pocket and pulled out a shiny yellow ball, and with a flick of the wrist his Trusty Snorunt burst into the musty battle room. "We can do this! Bring all you got!"

Brandon marveled at the powers from the ancient library as he faced Glacier in yet another strange yet amazing place. Seeing that Glacier already had Snorunt out and ready to fight, Brandon didn't waste any time. "Alright, let's go Musclestrike! Start with a Hammer Arm, follow up with a Stone Edge, and finish off with another Hammer Arm! If Hammer Arm is disabled A3, then use a Drain Punch instead!"

Glacier drew in a deep breath as a massive bulk stumbled onto the field, but he knew if he kept his cool he could pervail. Hard to be cool when your snorunt suddenly starts exuberating Flaming energy. "haha is this a joke?" he calls out to no one in particular, and as the Gurrdurr charges in he quickly focuses up and commands his partner.

"Ok Artica! Your opponent is a tough cookie! Make 4 Clones with double team to confuse him, and then pummel him with some frosty Ice Beams!"

Ok Artica, things are going to be rough. Start off by Disabling Hammer Arm, for that move will surely end your battle quickly. if he decides to Drain Punch instead then cook up some more clones with Double Team (4)! Now if you dont have up clones by now do that with another Double Team (4), but if you already have then launch an Ice Beam! finish up regardless of previous moves with a chilly Ice Beam.

Brandon was annoyed by Double Team, but there wasn't a thing he could do about it with Musclestrike. "Alright Musclestrike, use Protect to block that Disable, then Hammer Arm Snorunt! Finish off with another Hammer Arm!"

Wow. I didn't think this room could get any dustier or more studious, but it just did with that protection of all the decay within the room as well as himself, while Glacier seemed intent on disabling him from doing so (and doing just as much as standing still). Guess he saw that didn't work, so he's just going to...

umm...

...Yeah, I'm just going to give up and let Musclestrike hit one to see what happens...

...And that COMPLETELY ANNIHILATED THE FAKE SNORUNT. I see why Snorunt wants to disable that arm, it's just deadly in the hands of its trainer. Who would've guessed he would be able to lead a mon to STRIKE their opponent squarely and cleanly? It's almost as if there's a bit more than a coincidence...

And, of course, the best idea when you've just been pummeled by a pokemon is to attack it and make it quite clear which clone is coming from. I mean, what could that possibly do for good besides annoy it with a beam of ice? It's not like it's going to do anything other than damage and freeze...

...

Whoever is making this hax, they need to stop. It's so much more fun when you can just see two mons fighting and destroying ancient libraries that are probably worth millions yet no one cares about.

gurrdurr had only 2 energy left, 1/3rd of what was required to do a hammer arm. in the past when i tried a combination that cost more energy than i had, it failed. wouldn't the same thing apply here? even if its not a combonation?
 
Welcome to the land of ref discretion Glacier. Aside from the fact that you are always able to do a combo as long as you have the energy to use each of the comboed moves separately, nothing has been codified with regards to using the last of your energy on a move. Some people make it hit full power, some people make it hit weaker, and some people make it fail entirely. Go complain to Deck/SDS to finally fucking codify it; until then it's up to Quagsire :/

EDIT: Apparently the official ruling is that moves work at full power no matter what, and if you use up all your energy you get the full power move then faint. The only exception is combos where you can't afford to use the two moves being comboed together (ie Rock Slide + Stone Edge with only 6 energy left)

And yeah, that's how I've always done it, since some combos I've reffed required 100+ energy yet were performed at full power.
