Why this deserves to be on-site:
-Max Speed EVs and a Speed+ nature allow it to outspeed any of the other Jirachi builds on-site at the moment. This, plus your setting up with Charge Beam might bluff a Scarf, whereupon you raise the curtain on a boosted Psychic on his switch-in (most likely Electivire or Jolteon).
-Charge Beam is a little bit like Rollout with this build: It may be weak at first, but it gets stronger with every hit, as well as prepares Jirachi for a sweep. Due to the fact that you'll be getting SpA boosts so often, max investment is not required.
-Iron Head gives this build its "mixed" moniker and thus necessitates the Atk investment. Aside from flinch hax, this gives Jirachi a much-needed weapon against lumbering tanks like Blissey or Tyranitar.

Additional Comments:
-Life Orb can be used on this set if you want more power off the bat, but the lack of a recovery move on this set means that you're going to need Wish support. An alternative approach might be to go with 40 Atk / 252 Spe / 216 SpA if you find the recoil distasteful.
-If you're worried about Heatran, consider Water Pulse in the last slot. Since most Heatran that want to cover their weaknesses opt for Shuca Berry, this could be a great trick to pull out of that three-cornered hat.

Teammates:
-As noted, this Jirachi welcomes Wish and entry hazard support (but who doesn't). Vaporeon in particular enjoys soaking up Fire and Ground attacks meant for Jirachi and then washing those guys away, then using Wish when its work is done so Jirachi can get back in the fight with more health but having to set up all over again.
-Skarmory and Aerodactyl are other switch-ins to Ground moves that would threaten to swallow up Jirachi. Unless Gravity is active, they'll fly right over it, set up their entry hazards, and either shuffle their team (in Skarm's case) or set the clock to clobbering time (in the case of Aero).
-Heatran has been mentioned as a counter to this Jirachi, but he's also worth running as a teammate if you predict a Fire attack incoming. With his great movepool, he can often scare off the Fire user and dent your opponent's switch-in.

Counters:
-This Jirachi's lack of defensive investment generally means that anything that outspeeds him is a viable counter, such as Infernape. DD/SD users will also enjoy using their setup move of choice on a predicted switch to this Jirachi, knowing that this one requires multiple consecutive Charge Beam hits before it becomes a serious threat.
-Speaking of Charge Beam, Electivire is a common switch-in during Jirachi's setup phase, getting the Motor Drive boost and oftentimes sending Jirachi running for the hills with its arsenal of physical options.
-Jirachi will not enjoy trying to set up on opponents with Pressure, due to Charge Beam's low base PP.
-A Scarfed Togekiss can and probably will outspeed this Jirachi (depending on the Speed investment) and proceed to flinch hax Jirachi to death with Air Slash. It's far more likely to force Jirachi out than score the KO, however.
-While Jirachi can't be poisoned due to its Steel typing, other status effects are likely to force a switch. Thunder Wave is nasty because it takes away Jirachi's favorite weapon of superior speed, while Will-O-Wisp will not only cause ongoing damage but also reduce attack power, something no sweeper wants.
 
stealthrocks really doesnt fit on a sweeper when it could be used for valuable coverage. jolly lowers your special attack, fix nature. focus sash seems pointless. if you dont, you wont even have a chance of getting the set accepted by qc

This is a very....bizarre set, to say the least. Charge Beam sure looks like a move that would hit for peanuts, and to further my point, Jirachi already has Calm mind, which completely outclasses CB as a set-up move, and there is already a Superachi set. Stealth Rock is also very bizarre and out-of-place on a sweeper. The way I see that this should be run is to replace Charge Beam with Thunderbolt/Grass Knot, make Life Orb the main option, and replace SR with HP Fire.

I disapprove this set. The reasons are obvious, Jirachi has access to a much more reliable set-up option in Calm Mind, which makes Charge Beam completely useless. I don't like this set at all, Jirachi can do better things than using this "artificial" set. Three stamps already.
