Vaporeon does have a Water Stone. Other than that, though, I fixed it.
For some reason, I thought the Water Absorb thing was for Lucario...

Considering how Explosion stopped being a good way to end a round and now involves the risk of letting the opponent set up in Gen V (read: I think that except for when the battle ends, the action is reffed to its fullest regardless of KO, so the cooling down happened), I think king bulblin isn't in cooldown anymore.
