where is the IV-checking guy in platinum? I tried going to battle frontier but he's not around.
He's a scientist looking guy around the PC in the Battle Tower.

Just as a note based on similar endeavors, a Hidden Power guy tells you a Pokemon's Hidden Power type in the prize exchange shop for the Game Corner in Veilstone.

Finally, what are Scizors most common counters now-a-days?
Teams are mostly unique but, Latias and Scizor is a common combination.
SD Luke, DD gyra and CB Scizor are probable the most common sweepers. Tyranitar is a common tank. Blissey is a common wall.
Have a counter to CBScizor, Heatran, CBtar, SD Luke and DD Gyra. You should also have a revenge killer that can outspeed Salamence after a DD and a reliable switch to mixmence. (This is for a balance or stall.
Rotom-X is now the best spin blocker. E-Vire is bad. Cresslia is no longer the best wall. Weavile is bad. Tangroth is NU. Chomp, Deo-e and Skymin are all uber. DD tar is shit without the bibari berry. CBscizor is amazing. Heatran is now top OU. CB tar is the only really viable tar. SR is on every team. CMCune is no longer the best thing in OU. I feel obligated to mention zapdos-heatran-scizor was extremely common for a couple months. I would recommend browsing the usage stats from platinum onwards.

A lot of these questions are things you will gain just by jumping into competitive play. That is honestly the best way for you to learn these things on your own. I can tell you some of my opinions, but they really won't be of much use to you.

For counters, try using our strategy-dex pages and going to the Counters section. We generally list the most popular ones and you can compare with stats to see how common something's counter is.

Consider signing up for the Battling101 program to get back in the hang of things also.

@Lugiamaster: It is possible to for a migrated Pokemon to change abilites upon evolution iirc.

Yes, it may be true. Pokemons bred in 3rd gen games and evolved in 4th gen games, can change their ability upon evolving.
 
According to the DP strategy guide, if I breed a female Pokemon with a male Pokemon, the hatched Pokemon will always have the ability of the female Pokemon. But I didn't find anything on that matter in the Platinum guide.

But put it this way: In Platinum, I have a Female Absol with a Jolly nature and Super Luck. If I were to give it an Everstone, and breed it with my male Smeargle, will every single Absol I hatch with them have Super Luck? AND the 50% chance of said Absol being Jolly as well?

No, the ability of the hatched Pokemon is completely random , even if the parent has an everstone; the everstone only affects the chance of passing down the nature. So, it would have the 50% chance of the Absol being Jolly, but the ability would still be random.
 
About the rating system on Shoddy: If your deviation is low, then the points gained from defeating an opponent is rather low, correct? If your deviation is high, then I'm guessing you get a lot more points?

If that's the case, how would you raise your deviation?

It would be if you changed to EVs, why does it have 252 in attack when it doesnt have an single attacking move? Put it into HP if you want it to do some good.
 
Is there a way for me to get SR-able Darkrai and/or Manaphy without using an AR or anything like that?
Manaphy can be gotten from Pokemon Ranger. Nothing for Darkrai currently.

Those Attack EVs aren't needed. Double Team won't help you in the long run. Maybe Endeavor?

What is a quick efficient way to get my Riolu to evolve in my platinum playthrough?
Sooth Bell and lots of battles. If you have EV reducing berries, those help (though you need over 100 to get him there off berries alone).
