Technically, it wasn't an illegal action. You can try and use the move, but you still cooldown. It's done all the time.

Actually, just got confirmation it's illegal to NOT use a move during an expected cooldown. Ordering cooldown means there's a chance you're needlessly not using a move. Therefore, it's legal and what happened is final.
 
MrL is in the right; your original orders were perfectly legal (though ordering the cooldown would also be legal in this case simply because there is 0% chance that you wouldn't be cooling down).
