That example isn't really accurate, as at the time of that reffing, there was no such thing as a Soothe Bell or Full Incense (in fact, that reffing was about a month before either were proposed), and certainly not the Rare Candy we have implemented now, so I would like an officially ruling before I fight Lucy.
