Sound-Based moves (Echoed Voice, Round, Snarl, Howl, Uproar) representing the battle cry of the crew.

Poison moves (Poison Jab, Toxic, Venoshock): Vikings were crafty and there is evidence that they used poisoned weapons.

Item-Based moves (Fling, Thief, Embargo, Incinerate): More for the raid/pilage motif.

Various Crew-Based moves
Hex: A wizard did it
Flash: The light to guide the voyage
Retaliate: CHARRRGE!!
Attack Order: See Retaliate
Metal Claw/Shadow Claw: Blades of Fury

Design-Based moves:
Oars: (Gust, Steel Wing, Bounce) Bounce: "It FLIES?!" "If you know how"
Dragon moves fit the Draconic theme
Haze/Mist to suit the seafog motif.

Since Naviathan's stats are more physically inclined, most of his level-up moves consist of attacks that involve tackling with either his head (Iron Head/Skull Bash/Headbutt/Head Smash), his feather oars as 'wings' (Wing Attack/Steel Wing) or recoil-related moves (Take Down/Double-Edge). Although Wild Charge isn't in this level-up movepool, the amount of recoil moves helps back up how it can learn the peculiar Wild Charge attack. Dragon Breath/Scary Face/Leer are there to emphasise the Dragon head part of the design which intimidates enemies and adds a reason for how it can learn draconic moves. It isn't until much later that it learns beam moves like Hydro Pump or Flash Cannon as artillery attacks. The Water Gun/Water Pulse/Brine/Hydro Pump progression for its Water STABs show how it learns to create stronger water 'beam' attacks- I chose not to include Aqua Tail as I think all attacks should be front-focused like a ship.

Any outlier moves are found in the heart scale section, such as the defensive-orientated moves like Wide Guard or the informed ability of being able to break through ice with Icicle Crash.

I chose Heal Order/Defend Order as even though it's very bug-related move at the moment, I can see Naviathan as a pokemon associated with leadership, navy and transport- it commands any creature who it allows to ride it to help heal/defend it as a sort of symbiosis relationship (possible 'rider' pokemon could be things like Barbaracle/Cloyster/Wingulls). However, I deliberately chose not to use Attack Order as Naviathan takes the role of a leader-type or captain of the crew and will do the attacking himself while the crew can focus on defense/healing. (But seriously, Barbaracles riding Naviathans is probably as close to Vikings on a boat as you can get in the pokemon world and hey- barnacles do cling on ships!)

For egg moves, it learns Rock Blast/Icicle Spear to emphasise the artillery idea- it can break Substitutes but is usually outclassed by other moves but at least it creates another dimension of attacking in terms of the naval battle. Smack Down/Rock Tomb/Rock Slide as TM moves also follow this idea as either Naviathan or his passengers can throw rocks to shoot airborne targets- knocking/flinching/slowing them down as supporting strategies. Fling follows the same idea. Stone Edge isn't included because the idea is more about alternate tactics- plus Stone Edge seems to be more rocks coming from the ground which isn't optimal in naval battles.

It also learns moves like Quash to support allies in multi-battles as it's big enough to stop them- which also leads to how it can learn Block as a tutor move.

Finally for the other Tutor moves, Zen Headbutt provides an alternate coverage and reinforces the dragonhead-focused movepool. Tailwind and Icy Wind offers a more supporting role. Hyper Voice as a sound ranged move and Uproar because wars are noisy battles that will keep you up. Signal Beam/Dragon Pulse rounds out the other beam artillery moves.

I decided to exclude Thunderpunch as Naviathan is still a very marine pokemon and Wild Charge is the only plausible electric move I think it can use because of the whole 'charging at you with recoil' theme. As I already established, the themes are more head-based/whole body tackles/artillery as I don't think its fangs or claws (they're more liked webbed feet to me) are prominent enough for the movepool but it can still punch ice. The tail-based moves are passable as it can steer around but it isn't as ideal as head-on moves because it's back may leave openings to both it and its passengers.

Hope I did this right since I only had a limited time to work with right now.

I didn't include MQJinx's, QueenOfLuvdiscs's, and Zepkhan's submissions because they came with little to no justification.
I didn't include hollywood's submission because it made zero sense flavor-wise.

nyttyn will have the final say on this slate.

I more or less agree with this slate, it's all flavor at this point anyway and nobody put in anything offensive or egregious.

As we approach the home stretch, I realize I haven't posted any electronic yet. Let's fix that, shall we? As for which movepool will win...well, that's really the mystery in your CAP, ain't it?
