I’ve written a peer edit on the Jynx analysis, as I thought that the older one was getting clammy and out of date. This is a complete revamp.
The Jynx 4th Gen Analysis (http://www.smogon.com/dp/pokemon/jynx)
[SET]
name: Luna
move 1: Ice Beam
move 2: Substitute
move 3: Calm Mind
move 4: Lovely Kiss
item: Leftovers
ability: Forewarn
nature: Timid
evs: 6 Def / 252 SpA / 252 Spe
[SET COMMENTS]

Jynx is blessed with a decent Speed stat of 95, and a 75% Accurate sleeping move. Start by using Substitute as they switch to a counter, and put the counter to sleep with Lovely Kiss. It’s advised however, that you don’t recklessly use Lovely Kiss on whatever switches in. Part of the point of Lovely Kiss is to hit your most common counter, Blissey, with the move and allow you to get a Calm Mind when they switch. Due to Natural Cure, Blissey will no longer be asleep when it switches. This will allow you to play mind games with your opponent as they will either let Jynx set up while you stay in, or risk having whatever they switch in put to sleep. Once you have your Substitute up, you can start Calm Minding to boost your Special Attack. After you’ve raised your stats to extremely high proportions, Fire away your boosted STAB Ice Beams at the foe.

[SET]
name: Perish Trapping Jynx
move 1: Mean Look
move 2: Perish Song
move 3: Lovely Kiss
move 4: Substitute
item: Leftovers
ability: Forewarn
nature: Timid
evs: 252 HP / 4 SpD / 252 Spe
[SET COMMENTS]

Blissey is always pleased to switch into Jynx, as most will use the Calm Minding set. This particular set though, can make any special wall regret coming into Jynx. Mean Look your foe on your first turn, use Perish Song on the second, and try to outstall them until your perish count is down to one. A final switch to another pokemon when your perish count falls to one, and you will have disposed of your foes pokemon with ease.

[SET]
name: Choice Specs
move 1: Ice Beam
move 2: Focus Blast
move 3: Grass Knot / Hidden Power Fire
move 4: Psychic / Hidden Power Fire
item: Choice specs
ability: Forewarn
nature: Timid
evs: 4 HP / 252 SpA / 252 Spe
[SET COMMENTS]

Jynx is able to harness a Choice Specs set, but it is generally inferior to the Luna set. Still, if one despises using Ice Beam as the sole attack, a Choice Specs set can be used to harness both offensive power and adequate type coverage. Ice Beam is your primary source of attack, due to STAB. Focus Blast will help you against Weavile and Tyranitar as well as Steel-types who will remain impenetrable to your other attacks. Hidden Power Fire will give you a more reliable way than Focus Blast to hit Steel-types as well as hitting Bronzong, Metagross, and Jirachi super effective, but one can use Grass Knot over Hidden Power Fire to hit such foes as Milotic, Swampert, and Suicune. Psychic is another one of Jynx’s powerful STAB moves, but its type coverage is generally inferior to Ice Beam's. Psychic will also be seen as a free switch-in for Tyranitar and Weavile, both of which will obliterate you with Pursuit.

[Other Options]

Shadow Ball, although a poor option for type coverage, can be utilized on the choice specs set to hit other Psychic-types hard. Energy Ball can also be used over Grass Knot if you want to hit things such as Vaporeon harder. Jynx also learns several supporting moves such as Wish, Light Screen, and Reflect, but it is simply too fragile to utilize them effectively.

[EVs]

Many of the EV spreads are addressed in their sets already. However, if one wanted to use a Choice Scarf over Choice Specs in the third set, one can drop some of the Speed EVs and change to a neutral nature. A mere 52 Speed EVs can be used to outspeed a beneficial nature Gengar. 152 Speed EVs will allow you to outspeed beneficial natured base 130 pokemon such as Aerodactyl and Jolteon and all pokemon below. 172 Speed EVs will allow you to reach 404 speed, which can outspeed a Choice Scarf Heracross and allow you to OHKO with Psychic.

[Opinion]

The coming of D/P brought forth many factors that work against Jynx. Stealth Rock, Pursuit becoming physical, and the new 1.5x Special Defense boost granted to Rock-types (such as Tyranitar) in Sandstorm are just a few of the added problems that Jynx must face now. Not all is bad however. A STAB Ice Beam is always a plus, and other unique options including Perish Song and Lovely Kiss provide Jynx with useful ways to compete with other special attackers.

[Counters]

Metagross, Jirachi and Bronzong are all fantastic counters for Jynx as they resist both of her STAB attacks and can hit back with strong physical moves. If they can avoid super effective Hidden Powers and Focus Blast, Heatran, Magnezone, and Scizor can deal as decent Jynx counters. With their gargantuan Special Defense, Regice, Blissey and Snorlax can come in freely to wall the Luna set. Beware of perish trapping sets however.

Pursuit will easily obliterate Jynx with her pitiful 35 base Defense. Tyranitar and Weavile can easily do this with STAB and massive Attack stats. Jynx by no means has bad speed, but has a fairly mediocre 95. Pokemon that can outpace here that can utilize a decently powered, STAB or super effective physical attack can revenge kill Jynx.
