I wish it were. Renaming a Pokémon in 4th gen via the Name Rater wipes out all trash bytes in the name. These trash bytes are in the names of all Pokémon that are 8 characters long or shorter and they help determine what 4th gen game/language it was transferred to. Pal Parking is one of the things that puts them in the name and they're always the same for the same versions of a 4th gen game.
And here I was thinking it was Legal.exe not taking into account that it was possible to RNG an ID =(
