alright, my double post, in which i try to explain why Ash can find Pokemon that we can't :p

Allright, so this is what i believe can be a decent-ish explanation to why Ash can find Roggenrola and we can't.
Earlier, before Smogon came into begin, every kind of Pokemon was available in this region. But later, only those that were on the viability could be found in the wild and caught. This was because all other Pokemon either left the region, or went into hiding. It is said that these Pokemon will only appear to those who really care about them, and don't worry about their viability according to Smogon.
It kind of paints Smogon in bad color, so if someone could make this look better it would be appreciated.
Not bad, I personally was thinking more along the lines of Ashe being a traveler who has visited the regions outside of Smog Smog (Kanto, Johto, Habenero, etc) and found his pokemon there. After all, it's not only Ashe coming in with his unviable mons, but TLS as well, so they're gonna need to get them from somewhere (and I'd rather not pigeonhole
all the TLS grunts into being people who care deeply about their mons, we need a few jerks among them too). Allowing for the existence of the other regions in our "canon" (even is the player can never actually visit them), can also be used to explain how previously unviable mons like charmander and manectric have managed to get here, they were brought over by trainers from other regions who were then released and subsequently invaded their new home in Smog Smog, using their newfound power to carve out a niche.
You know, that gives me a really interesting idea of how to handle mega evolutions. You know how there's a ton of mons who are viable
only for their mega evolution and have no viability otherwise (cough cough beedrill cough)? Well, once we give the player his mega ring, in any area where a megamon's preevos live, one can find that megamon patrolling that map (kind of like a legendary, but minus the buildup and the entire dungeon being dedicated to him). With the megaring, the player can challenge this megamon to a battle by talking to it. This megamon will be a
considerably higher level then the wild mons around him, at least high enough to one shot any of the other wild mons (which explains how the non-megamons are able to live there, despite their unviability, they have this badass protecting them). If the player manages to
catch this fearsome megamon, he will have a fully evolved version of that mon with 5 guaranteed perfect IVs, holding that megastone. If he KOs it, he can come back and rechallenge any time.
This can potentially lead to some hilarious situations such as the player getting 6-0'd by a megamon 10 levels higher then his entire team, but since it's not a random encounter, I believe it to be fair (also, pokedolls are a thing, so are smoke balls)...
We should probably warn him of this when we give him the mega ring anyway.
