Protect Glitch?

So I was battling earlier today with Torment Tran, and discovered something interesting;

Heatran protected itself!
[/B]Latias used Surf.
Heatran protected itself!
The sandstorm rages.
Latias is buffetted by the sandstorm!
Latias lost 6% of its health.
Heatran's leftovers restored its health a little!

Latias used Struggle.
The substitute took damage for Heatran!
Latias was hit by recoil!
Latias lost 9% of its health.
paultracker's Latias fainted.
[B]Heatran used Torment.
But there was no target!
[/B]The sandstorm rages.
Heatran's leftovers restored its health a little!
Heatran restored 6% of its health.

paultracker switched in Jirachi (lvl 100 Jirachi).
Pointed stones dug into Jirachi.
Jirachi lost 6% of its health.
[B]Heatran used Protect.
But it failed!
[/B]Jirachi used Thunderpunch.
The substitute took damage for Heatran!
Heatran's substitute faded!
The sandstorm rages.
Heatran's leftovers restored its health a little!
Heatran restored 6% of its health.

Now, I'm not sure how it goes in-game, but this never happened to me and I'm pretty sure the "But there was no target!" turn is called "a turn" when factoring Protect's mechanics. So instead of having a 100% chance of Protect working next turn, I had a 50% chance, since apparently "I used Protect last turn", and this is not true.

Is this glitch known? Is this even a glitch?
 
Yup, its a glitch. However, Shoddy 1 is no longer under activate development. You'll just have to wait until Shoddy 2.
 
On a related note, I've had a Snorlax use Double Edge twice in a row against my TormenTran, even though Lax was under Torment, and had been for a while. Mind you, this was ~50 moves into a stallwar, but it was ugly that Torment seemed to wear off and I could not use it on him again.
