RU will be conducting several retests from RUBL within the coming weeks. The council has nominated 6 Pokemon that will be the subject of those retests. These retests will happen under a slightly different suspect process, which will be explained below.
Phase 1:
In phase 1 the suspect will be unbanned from the ladder for one week. At the end of the week, the council, alongside a few rotating council members, will then vote on whether or not the suspect should remain in BL or if the suspect could potentially move to a conventional public suspect test. This process is set to address several concerns council and other community members have expressed about retests. The first is that it gives the playerbase additional time to play with the suspect on the ladder and avoid a suspect being hastily unbanned. The second addresses time constraints. If the suspect proves to still be grossly overpowered, then the council can quickly send it back to RUBL and move on with the next suspect. Lastly, having that week allows the council to base their decision to retest something on at least some evidence instead of just theory, assuring the best possible decisions are made for the tier.

Phase 2:
In order for a suspect to make it to phase 2, it must reach a 50% + 1 simple majority from the council. Phase 2 will be a conventional public suspect test that runs identical to all the others RU has had this gen. Phase 2 will occur in a separate NP thread. This is the opportunity the community at large will get to decide the fate of the suspect. The suspect will last 10 days like all others. If a suspect is unbanned via public suspect, then RU will wait an additional 1-2 weeks minimum for the meta to settle before moving on with another retest.
Rotating Council:
The rotating council will be brought back temporarily for these retests. Rotating council members will have a chance to vote alongside permanent council members for phase 1. Rotating council members will be picked by the tier leaders based on forum discussion and discord activity pertaining to the suspect. As little as 1 rotating council member or as many as 5 can be picked per vote depending on activity. Rotating council members can be selected multiple times.
