Honestly if it has decent coverage, even EQ goes great with Ice, and Dragon Dance, it could be a decent wincon, especially with the Defense buff Ice types get in hail.
Do we have an image of the book drawing for Paradox Virizion yet? I'd assume since Parado Suicune mixes all the beasts, Paradox Virizion gets stuff from Cobalion and Terrakion

The Rotom forms used to be event locked. So did several Mythicals, the Soul Dew, and a couple of other things. It's not altogether uncommon for event-originated pokemon to be released from their binds eventually, particularly if they aren't Legendary in nature, unless there's a specific bit of lore behind them, such as AZ's Floette.

I just checked the PLA power to compare, and even with strong style it only went up to 90. Thats a HUGE buff.
