Why can't 1 game/3DS find an opponent while my other one finds them immediately?

I wasn't finding any opponents on my main game (Free Rotation battles), so I got my other 3DS to search for opponents on my pre-owned game simultaneously. Despite the main searching first, the pre-owned game finds opponents while my main does not. It even finds opponents before my other game can say "An opponent cannot be found."

WTF? Why can't I battle on my main game?

I'm still having this same problem. Although my main is finding battles occasionally, my other one is still finding more. Can someone please help me?
