Thanks guys. It is indeed in a masterball. I personally don't think it's that bad of a ball choice but oh well. Funnily enough the IVs on this Ho-Oh match my event shiny Rayquaza.

Yes, I did this with Kyogre and it came back after beating the E4. If you intend to SR for it its best to defeat it in the main story to avoid redoing that horribly long cutscene since I'm assuming that's what your aiming for.
