If you mean the Sport ball from the Bug Catching Contest in HGSS, yes it is.
But only for the following pokémon:
Caterpie, Paras, Venonat, Weedle, Combee, Kricketot, Nincada, Pinsir, Scyther, Wurmple, Illumise/Volbeat.

Sorry if I'm misunderstanding your question, it seems so general and vague, that I don't think I'll be able to answer it properly, but I'll try to give as good of an answer as possible.

If you meant "are Sport Balls (

)obtainable in Sun/Moon?", then no, Sport Balls are only usable in the Bug catching mini-game in HG/SS.
If you meant "are Park Balls (

)obtainable in Sun/Moon?", then also no, there is no place where you can use Park Balls aside from when you transfer Pokemon from gen 3 to 4.
If you meant "are Pokemon that are in Sport Balls obtainable in Sun/Moon?" then yes, but it or its ancestor would need to have origninated from HG/SS and be catchable in the bug catching contest. (you can use This sheet to check which Pokemon are legally obtainable in Sport ball).
If you meant "are Pokemon that are in Park Balls obtainable in Sun/Moon?" then no, the only way to catch any Pokemon in the Park ball was to transfer the Pokemon from a gen 3 game to a gen 4 game, but the Pokemon would then change back to the Pokeball it was caught in in the gen 3 game.

) in sun legit someone on another form is offering me a shiny pokemon in a park ball for my shiny ruby Groudon. so I want to know if it is hacked. I don't want to be hit with the ban hammer.

Park Balls are always hacked, even in gev IV they only appeared in the transfer minigame and pokemon caught in them reverted to another pokeball in the main game
(I'm not event sure Park Balls have a texture programed in gen VII)
