Latias as a hard check

Latias (F) @ Life Orb
Ability: Levitate
EVs: 72 HP / 184 SpA / 252 Spe
Timid Nature
- Draco Meteor
- Psyshock
- Defog
- Roost

Latias is an excellent check to Mega Manectric that fits on many offensive and balanced teams. Latias can easily take any two hits from manectric and always OHKOs with Draco Meteor. The reason it is a check and not a counter is that if it switches in Manectric can just volt switch out.

Calcs:

252 SpA Mega Manectric Thunderbolt vs. 72 HP / 0 SpD Latias: 60-72 (18.8 - 22.5%) -- 1.2% chance to 4HKO after Stealth Rock

252 SpA Mega Manectric Hidden Power Ice vs. 72 HP / 0 SpD Latias: 108-128 (33.8 - 40.1%) -- guaranteed 3HKO after Stealth Rock

184 SpA Life Orb Latias Draco Meteor vs. 0 HP / 0 SpD Mega Manectric: 281-331 (100 - 117.7%) -- guaranteed OHKO

Hippowdon @ Leftovers
Ability: Sand Stream
EVs: 252 HP / 144 Def / 112 SpD
Impish Nature
- Earthquake
- Stealth Rock

- Whirlwind/Stone Edge

While Doge has the coverage, Hippo has the bulk. Hippowdon has enough bulk to take HP Ice's with relative ease, while it can proceed to recover through Slack Off, set up rocks to pressure the opposing team, or 2HKO with Earthquake. Due to its ability to come in on any one of Manectrics attacks and still come out on top (not factoring in hax), this set counters standard Mega Manectric.

252 SpA Mega Manectric Hidden Power Ice vs. 252 HP / 112 SpD Hippowdon: 154-182 (36.6 - 43.3%) -- 98.9% chance to 3HKO after Leftovers recovery

M-Manectric can't touch this thing even with super effective damage and goodra simply annihilates Manectric with draco after SR and 2HKO2s with FB and SB. Just an awesome Sp Def to take damage easily without investment only the AV and a great typing to resist 3/4 attacks.

M-Manectric to Goodra
252 SpA Mega Manectric Thunderbolt vs. 240 HP / 0 SpD Assault Vest Goodra: 36-42 (9.4 - 11%) -- possibly the worst move ever

Standard quag set. Quag is one of the few manetric counters immune to electric not weak to hp ice so quag unlike other counters manetric can't generate momentum via volt switching, also hp ice barely does anything.

252 SpA Mega Manectric Hidden Power Ice vs. 252 HP / 4 SpD Quagsire: 96-113 (24.3 - 28.6%)
252 SpA Mega Manectric Overheat vs. 252 HP / 4 SpD Quagsire: 103-121 (26.1 - 30.7%)

I have never seen hp grass so yes it does beat you, but manetric never carries it so who cares.

-1 0 Atk Quagsire Earthquake vs. 0 HP / 4 Def Mega Manectric: 152-180 (54 - 64%)
0 SpA Quagsire Scald vs. 0 HP / 0 SpD Mega Manectric: 73-87 (25.9 - 30.9%)

Not the strongest damage but who cares you can heal.

Quag should be used on stall or defensive balance builds. also its nu beating ppl with nu's is so funny.

Heatran@Leftovers
EV's: 252 HP/252 SpD/4 SpA
Trait: Flash Fire
Calm Nature
-Stealth Rock
-Toxic
-Lava Plume
-Roar

Heatran has been one of the most widely used mons since its introduction a couple generations ago thanks to its bulk, power, and amazing typing+ability. Heatran is able to handle Mega Manectric pretty damn well thanks to being immune to fire and 4x resisting ice type moves. Manectric must use Thunderbolt on the switch to be able to 4HKO Heatran after SR damage. I wish I could have listed Heatran as a counter but Lava Plume doesn't guarantee a 2HKO w/o SR and no one runs Fire Blast on a defensive set so it wouldn't be right of me to choose such a set. Either way, I think Heatran is a very solid check to Mega Manectric.

This guy isn't exactly the brightest star, but he is pretty decent against volturners, to which manetric often find himself a part of, not to mentioned the sea slug walls manetric to hell and back. The set is simple, phsyically defenive, why?, because it is gastrodon's most viable set and can function admirably against volturning, which makes it more than a one trick pony, it actually does shut down both manetric and this archetype. The set is simple maximize hp and defense with the remainder in special defense, with a bold nature (maximize defence again). Few volt switch pokemon can lay a dent into the slug anyways and capitalizing it's weaker defence to deal with u-turn is more important. Earth power for stab that can deal with manetric and raikou, scald another stab that can really ruin a u-turners day with a nasty burn, toxic again to cripple would be threats that don't care so much for a burn to do something useful, or icebema to hit dragons that may other wise wall this set and if you want to be a little less passive in your approach, and of course finally recover for a method for recovering the hits you will be taking in your roles as a slug tanking machine. Leftovers of course, the item of choice for some additional recovery.

YAY!!! My favorite Mega!!! Let's get down to business... to defeat... the hound.

Mega Swampert as a Hard Check

Swampert @ Swampertite
Ability: Damp
EVs: 104 HP / 252 Atk / 152 Spe
Adamant Nature
- Waterfall
- Earthquake
- Ice Punch
- Low Kick

Either if it's in the rain or not, M-Swampert easily takes any of M-Manectric's moves (laughing at its STABs and tanking Overheats even better under the rain) before taking another hit if rain isn't up and OHKO with Earthquake even if it's at -1.
252 SpA Mega Manectric Hidden Power Ice vs. 104 HP / 0 SpD Mega Swampert: 62-74 (16.8 - 20.1%) -- possible 5HKO

252 SpA Mega Manectric Overheat vs. 104 HP / 0 SpD Mega Swampert: 67-79 (18.2 - 21.5%) -- possible 5HKO

252 SpA Mega Manectric Overheat vs. 104 HP / 0 SpD Mega Swampert in Rain: 33-39 (8.9 - 10.6%) -- possibly the worst move ever

-1 252+ Atk Mega Swampert Earthquake vs. 0 HP / 0 Def Mega Manectric: 320-380 (113.8 - 135.2%) -- guaranteed OHKO

The given spread is used to obtain M-Swampert's maximum damage output, outspeed everything up to base 145 with +Spe nature in the rain and to provide more bulk in general. Max Atk/Max Speed can be used to outspeed some Choice Scarf users such as Landorus-T, Kyurem-B and others in the rain while a Jolly nature boosts its speed even more to outpace boosted/scarfed mons in the rain like Jolly Zard-X at +1, Adamant M-Altaria/Dragonite at +2, ScarfChomp and Scarf Keldeo.

Raikou as a Soft Counter

Raikou @ Assault Vest
EVs: 252 SpA / 32 SpD / 224 Spe
Timid Nature
- Thunderbolt
- Volt Switch
- Hidden Power Ice
- Extrasensory

Raikou can easily come in on any of Manectric's moves and 3HKO back with Shadow Ball. If Manectric uses Overheat, it remains at -2 after doing less than 50%, and does pitiful damage after.

252 SpA Mega Manectric Thunderbolt vs. 0 HP / 32 SpD Assault Vest Raikou: 49-58 (15.2 - 18%) -- possible 6HKO

252 SpA Mega Manectric Overheat vs. 0 HP / 32 SpD Assault Vest Raikou: 95-112 (29.5 - 34.8%) -- 11.3% chance to 3HKO

Dragalge the hard check

Dragalge @ Choice Specs/Life Orb
Ability: Adaptability
EVs: 112 HP / 252 SpA / 144 Spe
Modest Nature
- Draco Meteor
- Sludge Wave
- Focus Blast
- Scald/TSpikes/HP Fire/etc

So, this thing. First off, I should note that the EV spread is custom-made and tailored to outspeed Clefables, Sylveons, and Azumarills without much speed investment, and has nothing to do with it beating MManectric (if anything, it can run more HP to check MMane even better).
Dragalge can switch into any of MManectric's moves and wreck either itself or a switch-in with the appropriate move. The best thing MMane can hit Dragalge with is HP Ice, and that is only a 3HKO. MMane's Volt Switch does 16-19%, and TBolt does 21-25%. Dragalge retaliates with guaranteed OHKOs with Draco Meteor and Sludge Wave.
The reason why I can't call Dragalge a counter to MManectric is that Dragalge doesn't block Volt Switches. Essentially, Dragalge always wins a 1v1, but MManectric player can click Volt Switch and go into the appropriate mon, namely anything with EQ or Psyshock/Psychic.

Calcs:
252+ SpA Life Orb Adaptability Dragalge Draco Meteor vs. 0 HP / 0 SpD Mega Manectric: 398-471 (141.6 - 167.6%)
252+ SpA Life Orb Adaptability Dragalge Sludge Wave vs. 0 HP / 0 SpD Mega Manectric: 294-346 (104.6 - 123.1%)
252 SpA Mega Manectric Hidden Power Ice vs. 112 HP / 0 SpD Dragalge: 112-134 (37.4 - 44.8%)

Porygon2 as a Counter.

Porygon2 @ Eviolite
Ability: Trace
EVs: 252 HP / 124 Def / 132 SpD
Bold Nature
- Recover
- Toxic / Thunder Wave
- Tri Attack
- Ice Beam

Bulky Trace Porygon2 acts as a hard check to Mega Manectric. With Trace, it can counter base form Manectric by switching in, Tracing Lightning Rod, and grabbing the SpA boost from Volt Switch or Thunderbolt. Even after Mega Evolving, Mega Manectric cannot break Pory at all. The 132 EVs in SpD let Porygon survive the 3HKO at full health after Stealth Rocks. The remaining 124 EVs are stuffed in Def to better take on mons like Landorus-T.
Tri Attack is for decent-powered STAB (and is the best move to use if you get the Lightning Rod boost). Ice Beam allows Pory to destroy Landorus and Garchomp. Toxic or Thunder Wave is your choice; Toxic allows you to cripple Pokes like Talonflame; and Zapdos, Slowbro and other bulky walls. Thunder Wave can put a stop to Charizard, Metagross, and other fast, threatening Pokemon.

252 SpA Mega Manectric Thunderbolt vs. 252 HP / 132 SpD Eviolite Porygon2: 93-109 (24.8 - 29.1%) -- guaranteed 4HKO after Stealth Rock.
0 SpA Porygon2 Tri Attack vs. 0 HP / 0 SpD Mega Manectric: 109-129 (38.7 - 45.9%) -- guaranteed 3HKO

Mega Manectric cannot achieve a 3HKO on max HP Porygon2, even after Stealth Rock. (And it never will, provided that Porygon2 uses Recover often).
Porygon2, in return, gets a solid 3HKO with Tri Attack. The +1 from Lightning Rod makes it a clean 2HKO.

Manectric aside, Trace Pory2 acts as a great mixed wall with enough bulk to take on Mega Diancie, the Charizards, Landorus and Landorus-T, Garchomp, and Latios among others.

Worth noting is that Mega Sableye and Conkeldurr completely screw Porygon2 over. And so does Knock Off and Trick.

EDITS: Replaced "check" with "counter".
Added calcs.

EVs: 180 HP / 252 Atk / 76 Spe
Adamant Nature
- Pursuit
- Crunch
- Stone Edge
- Superpower / Earthquake / Ice Punch / etc

EVs outspeed min speed Skarmory, the rest in HP for bulk and attack for power.

Tyranitar can easily switch into Mega Manectric thanks to the special defense boost that sand affords it. Crunch is almost guaranteed to KO after Sandstorm damage and Manectric can barely touch Tyranitar.

252 SpA Mega Manectric Thunderbolt vs. 180 HP / 0 SpD Tyranitar in Sand: 102-120 (26.4 - 31%) -- guaranteed 4HKO
252 SpA Mega Manectric Volt Switch vs. 180 HP / 0 SpD Tyranitar in Sand: 79-94 (20.4 - 24.3%) -- guaranteed 5HKO

252+ Atk Choice Band Tyranitar Pursuit vs. 0 HP / 4 Def Mega Manectric: 133-157 (47.3 - 55.8%) -- guaranteed 2HKO after sandstorm damage

252+ Atk Choice Band Tyranitar Earthquake vs. 0 HP / 4 Def Mega Manectric: 440-518 (156.5 - 184.3%) -- guaranteed OHKO

Even if Manectric switches in to get the intimidate:
-1 252+ Atk Choice Band Tyranitar Crunch vs. 0 HP / 4 Def Mega Manectric: 177-208 (62.9 - 74%) -- guaranteed 2HKO after sandstorm damage
-1 252+ Atk Choice Band Tyranitar Earthquake vs. 0 HP / 4 Def Mega Manectric: 294-346 (104.6 - 123.1%) -- guaranteed OHKO
-1 252+ Atk Choice Band Tyranitar Pursuit vs. 0 HP / 4 Def Mega Manectric: 88-105 (31.3 - 37.3%) -- guaranteed 3HKO after sandstorm damage

Unlike other non-ground type checks to Manectric, Tyranitar can use Pursuit to prevent Manectric from safely Volt Switching out.

Edited to choose a set that better checks Manectric.

Charizard @ Charizardite X
Ability: Blaze
EVs: 248 HP / 24 Atk / 128 SpD / 108 Spe
Adamant Nature
- Flare Blitz
- Earthquake / Dragon Claw
- Roost
- Will-O-Wisp

With the given EV spread, Mega Charizard X can act as an effective check to Special attackers such as Mega Manectric as it doesn't even get 2HKOed after Stealth Rock. In return, Mega Charizard X OHKOes back with STAB Flare Blitz or Earthquake. Roost allows Charizard to stay around longer while Will-O-Wisp allows you to burn foes such as Azumarill, Landorus-T and Tyranitar. Dragon Claw can be used over Earthquake to hit Dragon-types harder but it leaves Charizard being walled by Heatran. Finally, 108 Spe allows Charizard to outspeed Jolly Breloom and Bisharp.

Calculations:
252 SpA Mega Manectric Thunderbolt vs. 104 HP / 0 SpD Mega Charizard X: 87-102 (26.9 - 31.5%) -- guaranteed 3HKO after Stealth Rock
24+ Atk Tough Claws Mega Charizard X Flare Blitz vs. 0 HP / 4 Def Mega Manectric: 289-342 (102.8 - 121.7%) -- guaranteed OHKO
24+ Atk Mega Charizard X Earthquake vs. 0 HP / 4 Def Mega Manectric: 242-286 (86.1 - 101.7%) -- 87.5% chance to OHKO after Stealth Rock

Note: An alternative EV spread of 248 HP / 24 Atk / 180 SpD / 56 Spe can be used to check Special attackers better but you miss out on outspeeding Diggersby, Breloom and Bisharp. 56 Spe allows you to outspeed up to Adamant Mega Scizor.

Mega Camerupt completely and utterly stops Mega Manectric from doing anything. Being immune to electric, it stops M-Man from getting the easy momentum it is so well known for, as it is immune to Volt-Switch, Resists overheat and takes next to nothing from HP Ice. In return, M-Camerupt can easily OHKO back with either Fire Blast or Earth Power, or can set up stealth rocks to wear manectric down.

M-Camerupt fits best on trick room teams thanks to its low speed, extremely strong offensive presence, and its solid offensive typing. It works perfectly fine on non-Trick room teams however, as it has fantastic synergy with common ou pokemon such as Celebi and Rotom-Wash, and has a great defensive typing that many teams benefit from.

Unlike Rotom-W, Lanturn doesn't take neutral damage from Mega Man's STAB, he absorbs it. Mega Man can't hope to touch Lanturn, in fact, attempting to Volt Switch while you come in would actually fully heal any hazard damage you would incur. You can then Volt Switch yourself on the obvious retreat, or go for the status of your choice. I took the EV spread the calc recommended.

I think we all know that basically all Pokémon with the type combination of Water / Ground counter / check Mega Manectric (don't start running Hidden Power Grass).

Seismitoad is basically a mix of Gastrodon and Swampert with no recovery (Having an ability to absorb Water moves for "checking" Keldeo or Kabutops in rain for example and having access to Stealth Rock).
If you need both, you're probably picking Seismitoad.

What you also can run is a Swift Swim offensive set, which still would check Mega Manectric.

Good ol' Clef with its bread and butter set makes an extremely solid check to MegaMan (borderline counter imo) due to avoiding the 2HKO from any move and having reliable recovery in Softboiled. It just uses MMan as set up fodder and turns into a counter at +1~. Other than that, Clef is your nice n' reliable win con, Lati check, etc etc. It's .clef, I mean what else?

Mega Ampharos probably laughs at everything manectric has to offer, with hp ice being a 4hko, while dragon pulse from apharos does a p solid number on it. And if manectric uses overheat then its good game cause the spA drop is deadly for it.

what mega man can do to amphy rofl

Charizard-Mega-X @ Charizardite X
Ability: Tough Claws
EVs: 248 HP / 120 Atk / 140 Spe
Adamant Nature
- Dragon Dance
- Dragon Claw
- Flare Blitz
- Roost

It resists the two stabs, becomes a king if it goes into Overheat, and anyway can roost off the damage of voltswitches, and proceed to statup with DD.
Speed is enough to outspeed 135base pokemon (like manectric) with a +1, the bulk lets it statup even more than once
Charizard can become a pain after a boost for all the teams, since it has few counters really used in OU
And after a boost it cleanly OHKOs manectric

252 SpA Mega Manectric Overheat vs. 248 HP / 0 SpD Mega Charizard X: 41-49 (11.4 - 13.6%) -- possible 8HKO
HP Ice is a bit less than Tbolt
