According to these stats you gave, it indeed has 31/31/31/31/31/31 which is an impossible IV combination for Naive nature assuming the EVs are set to 4-6 HP/252 ATK/252SPE (Which is the only possible spread with the stats listed)

I know this isn't any of my concern or I shouldn't even be the one talking about hacked pokemon, but if you look at http://www.smogon.com/dp/pokemon/azelf and his statistics it's like it was copied from min/max.
It is impossible because there is no way to RNG capture a Naive pokemon with 31 in all IVs.
If your so called "friend" told you the Azelf was RNG'ed, then he/she is lying. I would suggest removing everything you have from him/her. The people here don't tolerate "my friend" excuses as they have heard it too many times.

You know, I can check the iv's of the Azelf with my ar if you guys want me to. All he has to do is go online with the Azelf.
The more clear it is you are acting purely to be removed from the blacklist as opposed to acting because of the goodness in your heart, the less inclined we will be to actually remove you from the list.
