Introduction
In October 2012 a new metagame was born through a tournament. It was unlike anything else existing at the time, mainly because it was actually a cool metagame which was more balanced than Balanced Hackmons. Fun fact: one of the main reasons user Joim (current sysadmin) joined Smogon was to take part in this tournament. Which is why Offstat is cool.
Rules
Offstat is a really cool metagame because it only has 3 rules. I think. [Keep in mind that Offstat follows the OU banlist.]
UNO. Pokemon can only use attacking moves corresponding to their WEAKER OFFENSIVE STAT. hence the name offstat. Status moves are fine. Seismic Toss counts as a Physical move, Night Shade as a Special one. Since Nature Power turns into Tri Attack, it is counted as a Special move.
DOS. I LIED. Hazards are banned because otherwise Roar + Hazards would just wreck too much shit.
TRES. This is the important bit! You can only use Pokemon with a difference of at least 50 between their two offensive stats! For example, Machamp is allowed since there is a difference of 130 - 65 = 65 between its Attack and Special Attack stats, while Heatran is not allowed because the difference between its two stats is only 40.

Still rocking its solid Base 120 Special Attack, Kyurem-Black comes equipped with the likes of Draco Meteor, Ice Beam, Earth Power and a ton of coverage moves, which could make life very difficult for a whole bunch of Pokemon. Fortunately for us, Blissey exists.
Blissey
If you're not looking out for Blissey when building a team, you're more or less committing suicide right from the start. Since Blissey can still run a Seismic Toss / Softboiled or Wish / Toxic / Aromatherapy set, it's incredibly potent in a metagame as offensively weak as Offstat. Here are some sample damage calculations:
252+ SpA Teravolt Kyurem-B Draco Meteor vs. 252 HP / 4 SpD Blissey: 169-201 (23.6 - 28.1%)
252+ SpA Terrakion Focus Blast vs. 252 HP / 4 SpD Blissey: 224-266 (31.3 - 37.2%)

Keldeo
If you see a guy using SD Keldeo in OU, he's doing something wrong. However, Keldeo shines with this very set in Offstat, punching through numerous threats such as Blissey, Kyurem-Black and Terrakion with a combination of Close Combat and Aqua Jet.
