The most forgettable pokemon, imo, would generally fit these criteria:
This would make them hard to recall as there are neither aspects that would make them memorable nor have anything tied to them that you may also remember. Maractus does fulfil all these criteria, as would fellow gen 5 mons Sigilyph, Bouffalant and Cryogonal. For gen 3 this would be Tropius and Relicanth. This isn't a perfect set of criteria, but I still think this is a good place to start.
- Are single stage, with no evolutionary tree to speak of
- Aren't legendary or mythical
- Have no counterpart pokemon that they are naturally tied to
- Have no alternate forms or megas
- Have no gimmicks
- Aren't notorious for some other reason
Every time people list "forgettable pokemon" it kinda defeats the purpose doesn't it? Because now guys like illumise and monferno are remembered for being forgettable, so they aren't really forgettable are they? I can't name any forgettable pokemon because I forgorI don't think being single stage is really all that big of a factor for being forgettable. I regard Beheeyem and Lumineon as some of the most forgettable Pokemon and they're two-stage evolutions.
This is a competitive site so I'd add a lack of competitive viability to the list of "forgettable criteria". Some Pokemon should be extremely forgettable but have certain competitive niches that mean that nearly every competitive player is familiar with them. Gothitelle comes to mind as the poster child for this; most competitive players know it as the main reason Shadow Tag was banned, but if you're mainly a casual/in-game player where Shadow Tag is basically not an ability, why would you ever give Gothitelle a second thought? However, this has to be a sort of curve that peaks at low viability, but not no viability, because if a Pokemon is bad enough it becomes well known for being terrible (see Delibird, Luvdisc, etc) and therefore not forgettable. Maractus, again, fits this criteria perfectly. It's bad competitively, bad enough that you probably wouldn't consider using it even in the lowest tiers, but it's not Luvdisc levels of bad. You could conceivably win a game with it if the stars all lined up.
There's also an x-factor that I can't really quantify based on how often a Pokemon appears in other media. Wigglytuff, for example, seems like an incredibly forgettable Pokemon, overshadowed by counterparts with similar designs in Clefable and Chansey, but given Wigglytuff's notable role in PMD2, the objectively best game TPC has ever managed to produce, it's not exactly a forgettable Pokemon for a significant portion of the fanbase. I don't watch the anime and I don't play most of the new spinoff games though so I have no idea what otherwise forgettable Pokemon might be given a spotlight there.
