Why does Emboar's hidden ability change when it evolves?

I was trying to look for Fighting-types with Thick Fat (other than Hariyama) so that I could win an internet argument and I saw Tepig and Pignite in there

See I was a bit confused because we all know Emboar's infamous Reckless Flare Blitzes got it summarily banned from ZU. So I checked the smogdex and I couldn't believe it so I also checked bulbapedia, serebii, pokemondb, and yep. Tepig and Pignite have Thick Fat as a hidden ability, which becomes Reckless when it evolves into Emboar

Why? Its fellow First Partner Pokemon™ Oshawott starts with Shell Armor despite having one shell for armor. And we're all aware of Snivy's exploits in Little Cup, of course

I went back to Bulbapedia. I clicked on every single starter. Rowlet starts with Long Reach in spite of its impotent little wings. Chikorita appropriately starts with Leaf Guard as it only bears one leaf

Unless I missed something, Tepig -> Emboar is the only starter pokemon that has a change of hidden ability between evolutions

Tepig: "It loves to eat roasted berries, but sometimes it gets too excited and burns them to a crisp." Wow how very RECKLESS of it
Pignite: "When Pignite enters battle, its body temperature rapidly soars until Pignite itself is engulfed by a scorching fireball." I notice a distinct LACK of RECK

Surprisingly? Whatever fat is present here must be rather thin!

I don't even know what else there is to say. I guess this is one of those Pokemon moments that will go forever unexplained, like how you can't use Encore against Dynamax Cannon

"Scalchops (Japanese: ホタチ hotachi) and seamitars (Japanese: アシガタナ ashigatana) are a type of shell weapon used by Oshawott, Dewott, and Samurott. Oshawott and Dewott use scalchops, while Samurott uses seamitars.

Oshawott has a scalchop on its stomach, Dewott has one scalchop on each hip, and Samurott's seamitars are tucked inside the scabbards on its forelegs. These are detachable, and are often thrown. They are used in the execution of the move Razor Shell when performed by a Pokémon with a scalchop or seamitar. They are also used in the execution of Hisuian Samurott's move Ceaseless Edge.

Scalchops are made of the same material as fingernails, known as keratin, and are capable of regrowing if they happen to get destroyed. According to a book in the Nacrene Gym, Oshawott's scalchop grows from its navel."

Aside from the revelation that Samurott is strewing its fingernails all over the place, we can surely all agree that it makes perfect, intuitive sense how such deftness and physical acuity would result in the entire Oshawott line having a higher spatk than atk,
