It depends. Misses and immunities are handled after Protean. It's all about event timing. There isn't any part of the code like "if it's going to fail in the future, don't activate Protean".Is it true that protean and libero activate before the Pokemon uses a move, but they don't activate if the move is going to fail? Druddigon Dragon Tails in Trick Room switching in a Malamar with Room Service, which gives -1 Speed instead of +1 which it should give due to Contrary.
Is it intended that the Pokemon thats switching in also gets affected by Mold Breaker?

So basicall yes, it should be the intended behaviour, i don't know if it has been tested on cart for the one you're refering to, but it should work like the other interactions.
