Hello. Why do people run DragonPulse on Heatran when they can just use Hp Ice? The only reason I see is to specifically take out Kingdra. Is there anything else?

I'm pretty sure thats the point of certain to hit moves, so they are certain to hit, regardless of evasion modifiers. However I'm not sure if the user of one has his accuracy lowered if they remain 100% accurate, I'm 99% sure they are, but always best to check.Question: Do evasion moves (Minimize, and accuracy lowering moves etc) affect certain-to-hit moves (such as Aura Sphere)?
If I use Endure one turn, will Protect still work 100% of the time on the next turn?
Is their any easy way to figure out the exact EVS you need for a certain pokemon to outspeed a certain base stat, without going overboard?
For example, If I wanted to Scarf an Adamant Weaville, I would want it to be able to outspeed scarfgar. How would I figure out the exact EVs to give it with someleftover for HP?

Did you cash them all in? Aka, did you level up even after you gained all the EVs you could? (NOT rare candy level up)Can somebody PLEASE look at my EV's and see what I did wrong??
That's your problem. If you level up with Rare cany in the middle of EV training, ALL the Evs you had gained while on that level DO NOT cash in. God knows how many EVs you DID gain, but for sure it was not enough.No I didn't, what's the "rule" on that? I leveled up via Rare Candy once or twice, but i only leveled up through exp once during the middle, let me try that...
