The thing is, in reality every single country can do these things, but probably won't untill it is needed. The "concentration camps" story probably isn't true; it costs billions to keep them running.
About those orders: as long as the the goverment has the forces to do these things, they will be done if needed; rules or no rules. Of course it may sound threatening that this is possible, but just like the cold war, it will most likely never be used. The cold war ended with people being smart enough to not use atomic bombs, and these orders are for such situations. I think the orders are made to justify what the goverment will do in such situations, not to make it able to do that in those situations, as the goverment will do that anyway.
