For a team whats the best Pokemon that can stall/wall a bit and also has a priority attack that isn't Sucker Punch?
Is there a place where I can find a guide to UU?

It's Dialga's analysis page, yes? Look down at the bottom, at "Counters". You should find something about what Pokemon counter the Bulk Up set. I think I saw Lugia.
Can you use the Nintendo DS lite and the Gameboy SP to trade pokemon from the GBA games back and forth?
No. You have to use a GBA system to trade pokemon from a GBA game.

To complete the Hoenn Dex in Emerald, you only have to see the pokemon, not catch them.
Really? Cuz I had to do a lot of trading.... Maybe it was only because I had a few in Sapphire that I didn't encounter at all in Emerald.

I'm gonna max speed and attack. I can't put the rest in HP otherwise my Linoone will have odd HP.
Where should I put the extra EV? Both of it's defenses are even.
No. Heal Bell Altaria can't get egg moves, and thus does not have access to Dragon Rush.
Dragon Claw/Pulse, Toxic, Roost, and Heal Bell could work, assuming it's a defensive nature.

You're better off using
108 HP / 252 Atk / 8 Def / 4 SpD / 136 Spe
My Pokemon does not have perfect IVs, so I don't really understand why this is important. I see it leans toward more Defense, and then more HP. Does HP matter that much?
(In other words why is this spread more important)

If your defenses are even, put the point in Special Defense. That way a Porygon2 or Porygon-Z with Download that switches in will have its Attack raised instead of its Special Attack. That's what I'd do, anyway.
How many Heatran use HP [Electric]?
Cos i was told my team is HP [Electric] Heatran weak, but I was pretty certain they would only use Ice or Grass.
Also, do a lot of 'mon use Electric & Fire attacks on the same set? (Can only think of Magmortar tbh). Cos I dont want a common OU 'mon to maul my team.

HP electric heatran is not very common at all. Most perfer Ice, and grass to a lesser extent.
I have see them pop up from time to time, but it's nothing to worry about.
If you catch a pokemon with a hacked ball or you use a code that allows you to catch a pokemon regardless of catch rate(e.g. using a Dive Ball top get Azelf), can Nintendo catch that if you enter a tournament with pokemon obtained in this manner?
I'm guessing that you mean the "every ball has a 100% catch rate" code?
No, it shouldn't. It doesn't alter the ball or Pokemon in anyway. I mean, as long as you're not using a ball that's not supposed to be used (Like Pal Park or Safari balls on Pokemon not in those parks) then it should be fine.
