A RMT from a noob

Whoa, Tyranitar should NEVER have Thunder. The Sandstorm will pretty much render Thunder useless. Fire Blast is also a bit useless. Sassy isn't a very good nature for it, and the EV spread is a bit crazy. CBTar, DDTar, or even Tyraniboah can work as alternate versions. Go to the strategy dex on the main site, and look up Tyranitar. Use one of those, as the one you have now isn't very good.

If you want Skarmory to avoid Magnezone, you need Shed Shell. Shell Bell won't help at all, and it won't allow you to switch out from Magnezone. The set looks fine though. Skarmory can't stop Gyarados FYI. Gyarados will just Taunt and proceed to DD.

Duggy is fine.

Uhhh...Why does Blissey have 252 Atk, and a giant ammount of EVs? This has to be a typo. Don't put T-bolt and Ice Beam on Blissey, only have Ice Beam. Seismic Toss is kind of essential, not much to fill it with.

Porygon is fine. If you want to put a choice item on it, either specs or scarf will do. I say scarf, to outrun dragons even after a DD and hit with Ice Beam.

Garchomp is standard. Fine.

Sorry for the lack of details, I'm kind of tired :)
But yeah, I would suggest a rapid spinner somewhere, and that'll help you with TS to some degree.

Welcome to Smogon, good luck with the team.

I think Specs would be a better idea for Porygon Z and drop NP for Dark Pulse, It's just a personal preference though, I find it hard to set up NP with Porygon Z. All of the other fixes I would have, have already been said.

Since you're using Shoddy, I'd recommend ditching boltbeam on Porygon for Dark Pulse and Hidden Power Fighting, the dark/fighting combo is another offensively effective pair. You can add Tbolt or Icebeam if you want a scarfset, which is solid as a lead. But you could also run Agility over Nasty Plot, as its spatk is good to begin with, with high speed you have a real strong potential to sweep. This works especially well with Dugtrio, since it can trap and kill the only real wall to PorygonZ, Blissey. HP Fighting stops TTar from coming in and stopping you.

On TTar, Stone Edge > Thunder, especially when its accuracy is at 50% due to Sandstorm. I'd also dump most of its SpDef evs into Atk.

SkarmBliss is a rather risky combination in the current meta, falling to several sweepers rather easily including SDChomp, Infernape, and MixMence. To deal with this, I'd honestly consider replacing one of those walls. Since you want to keep your Sandstorm immunity at 4, consider Dropping Skarmory for Gliscor. It gains access to Stealth Rock and Roost as well, yet can hit harder using EQ on Infernape and TTar while Ice Fang gives it power to deal with Dragons.

Hehe, I'm testing the team in Shoddy, but the actual object of the team is to be bred in D/P. I decided to go with Scared Porygon Z, but I do not want to make him a lead. I'll test Gliscor on shoddy, but I don't think It'll do much better than what skarm was doing. As for the TTar does anyone know how good of a lead DD dancing Tar is? I was going to use Scarf Tar like in my old team but I will be playing under the iteam clause and Pory already has Scarf. Thank you everyone for the help =].

Gliscor has some edges over Skarm

1. It is a 100% guaranteed heracross counter.

2. It has access to a physical Ice move, scaring away dragons

I also has a quad Ice weakness, compounding Garchomp's and Dugtrio's weakness. I'll just mention that Porygon-Z won't hit a lot of things Super Effective with Tri-Attack, so I suggest using Life Orb over Expert Belt.

I would really consider switching around Porygon-Z, he is great and all, but you really need a Rapid Spinner, who Starmie would fit perfect here. Starmie would Rapid Spin, is a reliable special attacker, and be a back-up MixApe counter, seeing how HP Ice ones will be able to take you on real easy when Dugtrio dies.

With no "Legendary" pokemon, you won't be as successful as a normal standard team would because some of them make the Metagame what it is. Gliscor. Everything else has been said, my sguuestion was just a thought.

I'll try Starmie out tomorrow.Well my opponent isn't allowed to use legendaries either so, I guess its fine. I've made some changes to the team. I made the lead a DDTar, and it worked fabuolous(mispelled, I know).I changed T-Wave for Aromatheropy in Bliss. I kept Skarm over Gliscor since Gliscor didn't go to well in my test battles. Lastly, I gave porygon a choice scarf. I'm liking the idea of starmie, so Pory won't probably stay here for much longer.

Well, I tried out Starmie instead of Porygon Z, and it worked fantastically. I'm happy enough with my team, but I'll take any last minute suggestions.

I would be inclined to run Taunt over Ice Beam on your Tyranitar only because, as your lead Pokemon, I feel stopping Bronzong is much more valuable to the team then stopping Torterra.
I also do not feel that Stealth Rocks are of much concern for your team. Why? Half of your Pokemon heal away the damage. Dugtrio, being a revenge killer, ideally won't take hits and will die if it gets hit regardless if he's missing some multiple of 6.25% health. Leftovers over Life Orb on Tyranitar will alleviate any Stealth Rock damage he takes without making him any less a threat. Garchomp resists Stealth Rock, and really isn't bothered much by it because when he comes in, it is with the intention to end the match.
That being said, Ice Beam over Rapid Spin on Starmie will help you against opposing YacheChomps and MixMences that would otherwise trouble this team.

First of all I like Starmi's move set, but it's item only helps with one move. I suggest either leftovers to restore HP, or scope lense to increase critical hit ratio. Other than that I like your team. Dugtrio is thinking outside of the box.

I'll try out taunt. The reason starmie was put in my team was because I had a big Toxic Spikes problem, not because pf SR, so I'm thinking of keeping Rapid Spin on him.

I can't use lefties because bliss is already holding it ,and I'm playing under the item clause. I'll give Scope Lens a try though.
