I was thinking about doing a mono-type run through of either diamond/pearl/platinum. what would be a good type that has some diversity but isn't especially hard or easy to do?
 
Okay, know I'm really confused.

If I want to vote in the Suspect Ladder, I know I need a 1650 rating, and a 65 deviation. I know that deviation is Max rating - min rating/2, but how do I find my average rating?

The average rating is as it says; it's the average of your two ratings. To put it another way, it's this:

(Max rating + Min rating) / 2
 
let's see. If I used normal type I'd use Kangaskan, Staraptor, and maybe snorlax*thinks about girafirig and says no*
You underestimate Girafarig's usefulness. There's also Bibarel, Tauros, Porygon2 and -Z, Lickilicky, Kecleon, the Normalize-ing Delcatty, Ursaring, Magic Guard-capable Clefable, and of course, for the laughs, Ditto. Who you should think about and say no to is Smeargle. There's also Castform and Spinda for gimmicks, as well as Crit-Stick Farfetch'd.
 
for giggles and shits, Clefable lead, Snorlax, Kangaskan, Porygon-Z, Ursaring and Bibarel.

Sing and confusion will be annoying when you keep putting them to sleep behind a sub
icy wind could be an option since it lowers the opponents speed so you can sing them first
if you have 31 iv's in speed you can reach 300, outruns most non speed boost natures with a base of 100


Actually, confusion and sleep are kind of redundant...
If I used Sing and Destiny Bond, what else could I fit in?

Really stupid question but i want to make sure because im paranoid
I just bought a used emerald (the stores i went to didn't have new ones) to start emerald breeding. If i start a new game and do not use any external device, my Pokemon that i breed would be legit right? would the previous use of an external cheating device (maybe the previous owner used one?) have any effect on my game file if i start a new game?

An Action Replay works by modifying the game system's RAM. That is all. After saving the game, there is no way to tell directly if the bits were generated by the game under normal operation or by the AR. The only way you could tell would be through indirect evidence by finding anything that is impossible to normally generate (Wonder Guard Sableye, etc)

Restarting the game would erase your save file totally, and would erase all evidence, direct or indirect, of any hacking.

When would you use endure on that set? if you're going to be ko'd you want to use DBond, not to survive with 1 hp + lefties. Also don't use sub and Destiny bond. Sub keeps you alive. DB works when you die. They contradict each other. Also you have nothing on that set to do from behind a sub.

If you don't want an attack move then use something like this. Double status is good:

But really, this type of set will NEVER be a good use of frosslass. Frossy is capable of a lot of better sets. You don't get creativity points for using a bad set. I strongly recommend you stick to an analysis set and maybe change one move or a few evs.
 
Would a defensive/supporting Empoleon with physical attacks be worth using at all? I'm thinking about something along the lines of...

- Roar
- Drill Peck
- Earthquake

EVs and attacking moves are up for debate, but would the general idea be viable at all? The reason I'm not using something like Swampert or Gyarados is because I need something that both is resistant to Water attacks (which Swampert isn't) and isn't raped by Stealth Rocks (which Gyarados is) since I don't have a Spinner.

*EDIT*
I'd also like something that can use either Roar or Stealth Rocks (preferably Roar).
