so you faint a load of magikarp until you have 255 ev's in speed
then you simply place it in the PC and according to trainers, the stats will go up to what the ev's put them to

Yes, by using the box trick; EV train it on low-level Pokemon to make sure not to level it up and then place it in a box. Close the PC, open it up again, withdraw Heatran, and it's stats will be recalculated, with the EVs factored in.
