How can you be sure that when you're battling against other trainers on wifi, that their pokemon are not hacked? I find it very unfair because I spend a lot of time breeding pokemon to get the right IVs.

You can't, so I'm going to say "deal with it". As long as they legally hack you should be able to fight them as an opponent, not in ethics.
 
Is Hippowdon usable as a regular physical wall and not a lead? Or is it outclassed by Swampert?

Well, Hippowdon is weak to Ice and Water while Swampert is just neutral. Swampert can also utilize water and ice moves effectively whereas Hippowdon starts a sandstorm that might hinder or help you.

Hippowdon is better at walling physical hits, but Swampert has a little easier time with random special attacks.

So the answer is, it depends on your team.
 
After the elite4, where can I go to fight gym leaders again with upgraded pokemons?
The Battleground, in the Survival Area; it's the house to the left of the Pokemon Center, the one your rival is standing next to. You need to do the Stark Mountain Quest first though, at least up to the point where Looker takes Charon (Pluto) away before you'll be able to get in there, though.
 
So I have this Shaymin with a Rash nature that have these IVs:

31 / 24-25 / 22-23 / 30-31 / 28-29 / 29

HP Ice 44

And basically my question is what moveset and EV placement should I use with it?

I was thinking of using the Choice Specs set with some physical attack in place of HP because of how weak it is or as someone suggested at one time, the Sword Dance set with Seed Flare as the sole special attack. Which would be more feasible (if there isn't any other sets I can use with it), and what adjustments should I make while EV training?

No one really uses SD Scizor anymore, as everyone is well aware of it so it should just hit as hard as it can with STAB Bullet Punch / U-Turn. Tyranitar is an alright Dragon Dancer, its the closest of the role "sweeper".
 
is there anyway to find out the IV's of a pokemon in the level 50's without any cheating device?(i need it for doing the pearl RNG thing). also, which is the highest level wild pokemon which is breedable?
