I'm sorry to say you've just wasted your time. Frame has a tendency to change with NPC movements. As such, I wouldn't calibrate for frame. Just take your frame and constantly find targets a multiple of 2 ahead of it and advance with journal flips.Thanks for the help COKTAL, I did what you said and this is what I got:

I haven't wasted my time Bears. I've saved in front of the daycare man when NO NPCS were on screen - just that buneary that runs back and forth - therefore leaving me with a constant frame for the most part.

The may alter your poke and thus get you the wrong seed. Other than that i can't see an error in what you've done. Are you sure your parents are international ?
Yeah, trying making it so that you only have 1 cowgirl on screen tops. Then save. If she doesn't move for a few seconds, then start checking it. If she takes a step like right after the save, then she'll move the second you load the game. This way the NPCs cant mess with you.

Well every time I start up the program even after deleting the exe file and downloading it again, I get this message in the error box:

Sorry to bother you all, but I can't seem to get RNG Reporter to work. I'm trying to breed a shiny egg between international parents, but I haven't been able to get it right thus far. Here are my exact steps:
1. I've saved on Acuity Lakefront in a grass patch with five Pokemon (no eggs) in the party. Sneasel is at front, and my Poketch is set to app 5. Both intended parents are in the PC.
2. I reset. My DS is synced with an external clock, so I record the time the moment I hit continue in military standard. I run around like crazy until I find a Pokemon, catch it, then use Rare Candies and Metalkid's calculator to find its IVs. I plug those into the seed finder. The delay's usually around 600. *
3. I put in my ID, SID, etc. and hit shiny only, with DPPt Egg PID (International) selected, then hit Generate. I select one with 800 or less double clicks.
4. I click forward on the Poketch to get to app 6, then do the double clicks. After that's done, I go forward to get to app 15, do the coin flips, then go forward once to get out of it. I fly to Solaceon, put the parents in the day care (no everstone), wait for an egg to appear, save, then get the egg and hatch it.
I've done this dozens of times and haven't gotten a shiny (or even the nature I selected) yet. At first I thought I'd been getting the double clicks wrong, but there have been a few times when I'd had to do less than a hundred... I'm certain I counted exactly.
Some other information:
I'm using RNG Reporter 5.20 and I only have 7 badges on that game. I use Acuity because it has the highest-leveled wild Pokemon available thus far, but I have enough rare candies to get a Pokemon to level 100 with no problems.

For some reason, my delay has changed from odd to even for apparently no reason. I didn't add or remove a slot 2 game nor can I migrate without the national dex. Any explanations?

You might try no taps/no flips and just getting some eggs and seeing if they match frames 1, 2, 3, 4, etc.

I would really try to create a new directory and copy the entire contents of the zip file over into that directory and run it from that directory. Perhaps you copied the file (and not a shortcut) to your desktop?
