Gyarados has 81 base speed; 81 x 1.5 (DD) x 1.1 (Jolly) = 133.65
Jolteon has 130 base speed; 130 x 1.1 (Timid) = 143
Heatran has 77 base speed; 77 x 1.5 (Scarf) x 1.1 (Timid) = 127.05

How is Jolteon outsped? And how is Speed calculated? Oh well, I guess the set doesn't work, regardless.

Clearly you've never actually worked out Speeds before. Speed (and actually attack/defense stats as well) is calculated like this:

(Base Speed*2 + 5 + IV + EVs/4)*Nature*(Stages Speed is increased*1.5)*Choice Scarf

So +1 Jolly Gyarados has (81*2+5+31+63)*1.1*1.5 = 430
Jolteon has (130*2+5+31+63)*1.1 = 394
And Scarfed Heatran = (77*2+5+31+63)*1.1*1.5 = 417

Assuming max IV and max EV, you just double the base stat and add 99, then apply the nature and speed bonuses.

I've been using Toxicroak for a long time now, mainly because it's such a deadly late game sweeper/Rain Dance counter. However, I've tried the Swords Dance sweeper and the Nasty Plot sweeper and both have had there flaws. The SD sweeper is easily stopped by Psychics such as Uxie and Mesprit, as you can only hit them with Sucker Punch which fails if they decide to Thunder Wave you, or just stall you out of PP. The NP Croak has a weak fighting stab in Vacuum Wave, and Focus Blast is way too inaccurate to be my main attack. So, I tried making a mixed version, and this was the result. Normally, NP Croak is easily stopped by Chansey and Registeel, both taking laughable damage from Vacuum Wave, even after a boost. If Chansey tries to switch into this Croak however, thinking that its your standard Nasty Plot version, then she'll be hit with a swift KO from Cross Chop, and then there'll be nothing left to stop it from blasting off +2 Sludge Bombs and Dark Pulses. With 4 Atk EV's and a neutral nature, you're always guarenteed a OHKO on 4 Hp/252 Def Calm Chansey with Cross Chop, without SR. Cross Chop also 2HKO's 252 Hp/0 Def Careful Registeel easily. A Nasty Plotted Dark Pulse on 252Hp/252Def Bold Uxie will also do a minimum of 85%, so that's a OHKO with Stealth Rock and at least 3% previous damage. (shouldn't be too hard)
 
Even in NU, Delcatty's stats are too low for it to be useful. With defenses of 70/65/55 it will probably just faint in one hit most of the time and won't be able to support much.

While your idea has merit, I am concerned about the removal of Vacuum Wave, which is the primary thing that sets Toxicroak apart from other Nasty Plot users. Might I suggest removing Sludge Bomb for Vacuum Wave? You give up a "powerful" STAB move, but Sludge Bomb has such poor coverage that it doesn't do much anyways. Vacuum wave gives him a way to deal with the numerous Pokemon who outspeed him, making it a valuable asset. Fighting/dark gets perfect coverage anyways.

Description:This is a very promising set in my opinion.First switch to something that can't hurt Salamence like a pokemon locked into a ground attack.Then sub on the switch and dragon dance as the opponent tries to break the sub.After the sub breaks keep using substitute until you activate Liechi berry.After that Salamence can start sweeping.In the third slot Dragon claw works well with Fire Fang.Dragon claw is for STAB and Fire fang For steel types.The main reason that outrage isnt the first option is because it is walled by steels.Roost is also an option as it can help Salamence last longer.The 4 HP EVs (lol) bring Salamence to a 332 HP stat witch is divisable by 4 and allows the activation of Liechi berry with substitute.Then I maximised the attack.With 148 speed EVs Salamence is able to reach 300 Speed stat witch is enough to outspeed neutral max speed base 100.The rest EVs are put to defense.

I've got to say that I'm intruiged. Sub lets it beat some common switch-ins to DDMence, like Ice Sharders and Scizor. I'm not sure how necessary or practical the Leichi berry is though, it might be better as Leftovers (or at least list that as an alternative). Also, do the Defense EVs let the sub survive anything it'd fail to otherwise? If not, those EVs are probably better tucked into Speed or possibly HP (as long as you can keep it divisible by 4). I'm also concerned that Fire Fang is signficantly weaker than Earthquake, and also leaves you with absolutely nothing to do against Heatran, but I suppose being able to deal with Scizor more easily goes a decent way towards making it worthwhile. And it does give him a better option against Skarm and Bronzong.
Also Roost seems a little silly on a set aiming to hit a Leichi boost, so I don't think that should be included as an option.
My final concern is that Dragonite possibly does this set better, with better overall defenses and access to Fire Punch over Fire Fang. Speed takes a hit, but you're not using max speed here anyways, meaning you could probably get away with Max neutral speed on Dragonite and go adamant for more power instead.
 
I've tried that set out. It's not very good unless you have a Rain Dance team or something, because it is so utterly beat by sandstorm. If only Salamence had Air Lock..

It feels like a Physical Empoleon, with fewer resistances but the abillity to hit defensive Psychics harder.

So you activate the berry, use Recycle, baton pass to someone else, wish, baton pass back, sub until the berry activates, and repeat? That seems kind of ludicrous. Seems like it'd be a lot easier to just pack Calm Mind over Recycle and get your SpA boost that way.

This thing is very bulky and can easily come in on bulky waters and Heatran. Most pokes that can do significant damage you outspeed and Cosmic Power and then recover in their face. Outspeeds 'Nape and can be ev'd to outspeed timid Gengar and other 115's obviously. Surf and thunderbolt I think are ideal here. The only pokes I've had trouble with are Blissey, Latias, and Tyranitar who I handle with other pokes on my team (Scizor). You are vulnerable to toxic but it doesn't matter much as you can just switch out, even if you lose the cosmic powers this Starmie is durable and can just recover. It really sets up on so many things it's incredible. One thing I've considered was toxic but you lose valuable coverage. Edit: Toxic is really worth it for stalling.
 
Gorgoroth, wouldn't that Starmie be better served holding LO so that it can actually do a significant amount of damage? Although Starmie does get good coverage, it isn't really the strongest of all special attackers, and LO could be used to good effect here. Since the Starmie is defensive and Recover is used, shrugging off the recoil damage should be very easy.
 
Just as a note, ice beam should be slashed in with surf becuase although it lacks STAB, it has much better coverage with thunderbolt.
 
Life Orb could be an option but after testing I've found it's not worth it. With the ev investment in defense and speed it only brings it's special attack up by 60 points while it loses a possible 16 percent while attacking that it could get with leftovers, decreasing it's survivability greatly. Not only that but the same pokes still wall you. Ice Beam is a good option to hit latias but it will calm mind on you and surf is very important for stab on neutral pokes and Heatran. Forgot to add Snorlax as a counter too *sigh*
 
I've been interested in hitting the 100mark in the D/P/Pt Battle Tower recently. However the haxiness of the pokemon in the Battle Tower make it so you generally can't just throw good stuff into your team and pray. Eventually you will be done in by some Quick Claw Sheer Cold Walrein, or a Pikachu who is pissing you off with Double Team. Queue Friskette:

Uh... Last time I checked, Choice Scarf stops you from changing moves. Meaning if you protect on the first turn you can't Trick on the second turn.

Also, if you trick them a Scarf, locking them in to Sheer Cold, doesn't that just make them more dangerous, as now they outspeed potentially more of your team?
 
Darkie, I don't think sandstorm ruins that too badly. Becuase the berry activates at 25%, -the final sub turn, means that he still gets three turns. Three pokemon down by the opponet. Since most people use at least two steels, which you need to take out beforehand, thats four pokes. Simply have something like scarf flygon to take the last poke.

Also, for the bannette set, you mention using scarf to outspeed quick claw. First off, no one uses quick claw, secondly, quick claw gives priority, not extra speed, so even a munchlax with a quick claw would outspeed a scarved deo-s.

I've used this set both on the DS and Shoddy with great sucess. The plan here is to cripple as many members of your opponents team as possible by Psycho Shifting status problems to them. This Cresselia can cripple many physical heavy hitters with a burn, while taking no damage from her own Flame Orb because of the lapse in between burns. Rest is here for a recovery move, since Cresselia may be taking damage if she can't burn immediately, but it also serves the purpose of passing yet another status to another Pokemon- Sleep, which is why Sleep Talk is here. The fourth moveslot is variable, depending on the type coverage you might need. Grass Knot can be used for Swampert or Tyranitar, while Charge Beam does good damage to Gyarados thinking to come in a Dragon Dance while you Rest off any damage. Ice Beam is useful for Salamence, who may try the same thing. Thunder Wave can also be used in lieu of an offensive move so you do not have to rely on Psycho Shift for status, but one must be wary of Taunt.

Toxic Orb may seem appealing to some, but it is not recommended as a Flame Orb would be better for shutting down physical sweepers. However, Toxic Orb can be used if your goal is to take out dedicated walls - namely, Blissey.​

This set is great for absorbing status as well, and actually punishes your opponent for status that he may inflict. A Jolteon is suddenly much less threatening when it's paralyzed, possibly giving you a turn or two of free setup for a potential sweeper.​

The Speed EV's given allow for Cresselia to hit a Speed stat of 225, enough to outpace max Speed Tyranitar with a neutral nature, and status it before it can strike back. The other EV's are poured into it's defenses and HP to allow max survivability, so it can spread status for as long as possible. If you want it to outspeed other more specific threats, such as Tyranitar with a Speed boosting nature before a Dragon Dance, switch to a Timid nature which will allow her Speed to hit 247, just enough to outpace it and inflict it with your status of choice.​
 
I have often pondered using this set with magnezone and running EQ on mence. IT would take out skarmory and bronzong. The two floating steels that would wreck a sweep when using EQ + dragon claw would be toast.

Right, but as I pointed out, one of the big draws of using that is its ability to beat common DD Revengers like Mamoswine and Scizor, which Fire Fang enables better.
 
STABed outrage does a lot more than fire fang to mamoswine, and dragon claw has 10 points less. Like I said you pair it up with magnezone who can easily kill scizor and you get a sweep.

Come in on a Choiced Electric attack, and Substitute on their switch. Charge provides a Special Defense boost and doubles Thunderbolt's power, if it's used the following turn. This is essentially a +2 Special Attack, + 1 Special Defense. However, only the Substitute and the Special Defense can be Baton Passed next turn. 8 EVs are put into HP to give Jolteon a Leftovers number + 1 so it can make 5 Substitutes with Leftovers factored in, while 248 SpD EVs allow for 288 Special Defense (which is 432 after a Charge boost). Charge helps make up for Jolteon's lack of Special Attack investment, effectively making Thunderbolt's Base Power 285 the following turn, even stronger than a 252 Special Attack Specs Modest Jolteon's Thunderbolt. Keep in mind the advantage here over Raikou is passing the Charge boost, and the advantage over Zapdos is Speed, Electric Immunity, and Zapdos sets tend to take on physical attacks or go all out offensive.

Alternatively, one could forgoe Thunderbolt and make Charge Beam your only attack. With Charge then Charge Beam, you technically have a pseudo Calm Mind and Thunderbolt (Charge doubles Charge Beams base power high than Thunderbolt the next turn while raising Special Defense, as Charge Beam has a 70% to raise Special Attack at the 150 base power higher than Thunderbolt's 142.5)

Come in on a Choiced Thunder from Kygore, Palkia, etc. and set up a sub as they switch. If Darkrai comes in, Substitute allows you to be safe from Dark Void, allowing you to use Charge without hassle. Since Jolteon outruns non-Scarf versions, it can Charge before it takes the Dark Pulse, and be ready to use a 360 Base Power Thunder next turn. If it is Scarfed, Jolteon can still Charge as Darkrai breaks the Substitute, and either Baton Pass the boost, surviving the Modest Scarf Dark Pulse, or strike back for the KO with a Thunder. If the foe is Groudon, Garchomp, etc. Jolteon can Baton Pass to a Flying or Levitating type like Giratina-O, Lugia, with Substitute in tact, or even Wobbafett to begin an Encore, etc.

So, unless the foe outspeeds Jolteon, Jolteon is gauranteed to Baton Pass a Substitute or a Charge (Special Defense Boost) to its teammate. Good teammates are Lati@s (whom are Immune to Earthquake and can take advantage of their already high Special Defense thanks to Soul Dew), as well as Giratina-O, whom also has Levitate and strong resistances and a high Special Defense to set up a Substitute easier. Lugia can also be used, as it is Immune to Earthquake (which Jolteon attracts), especially ones with a heavy investment in Defense, where they can take some of Groudon/Garchomp hits, while still benefitting from their ignored Special Defense in order to take surprise Draco Metoers, etc.

The advantage of this Jolteon is having the fastest, (and thanks to Charge + Life Orb), and one of the most Powerful STAB Thunders in the game. Don't be afraid of Defensive resists either as you Charge behind your Substitute. With Charge doubling your Thunder's base Power, even Lati@s will take a hefty load as if they were nuetral, not to mention the 30% Paralysis rate. Additionally, anything, barring Blissey, that doesn't resist Charge + Thunder combo will take a hefty load if not a KO.
Charge is a gimmick; it only doubles the power of electric attacks the turn after it's used, and if you want to pass defenses, use screens or something with +2 defensive move like Mr. Mime.

You'd better just stick with Charge Beam/HP Ice(or Grass)/Sub/Baton Pass if you want to baton pass stats and get your SpA boosted, while still having good coverage.
 
I seriously doubt you have tried that Jolteon. The set intrigued me, actually, and after trying it, it worked really well at supporting my Porygon2, and even Crobat benefitted with the extra resistance to boltbeam, and the powered up heatwave. Also, if I can get behind a sub, this gives Crobat a turn for Hypnosis in case it misses the first time (and missing twice is higly unlikely), gives pokemon like Scizor/Absol/Heracross the extra turn to set up SD, and even helps keep away revenge killers that would normally slaughter me.

I used this set: (I shifted a few EVs from the original to Special Attack, so that he could still do good damage.
