This is my lead. It has worked perfect for me.
With its speed it can most often set up a SR, and even if its outspeeded it will be able to set up one because of the Focus Sash. If I am facing a Garchomp I use Taunt first because then it is unable to use Swords Dance.
Even at 1hp this Pokemon makes for a quite efficient Sweeper.

Aromatherapy to cure teammates, Seismic toss to kill stuff but I have to switch out when I see a ghost though.

Shadow Ball eliminates the ever so common Psychic type and other Ghost types.
Sludge Bomb are there for the Grass types such as Breloom.
Focus Blast takes care of Blissey, Heatran, Rampardos and some other common Pokémons.
Substitute is to protect from nasty Surprises such as WoW, Toxic or T-Wave

Earthquake hits the likes of Infernape and Tyranitar while Stone Edge takes care of what Earthquake cant hit.

Swords Dance to double that great Attack stat, Extremespeed to attack what it cant outspeed, Close combat to deal with those annoying Blisseys and Ice Punch to take care of grounds.

looks like a good team but try to replace gengars sludgebomb with thunderbolt because sludgebomb only covers grass pokemon and shadowball will give great damage to them to>
thunderbolt covers types like water and flying so it can take out gyarados easy

it's just advise i'm not an expert in this

Garchomp is Uber, therefore banned from OU, therefore you won't be facing one ever, therefore you don't need to reference him in your descriptions.

Focus Sash on Salamence will be obsolete once you factor in Stealth Rock and Sandstorm, so I suggest changing it to Life Orb or Yache Berry. Even with Rapid Spin support, you can't guarantee that SR will be off the field when Mence comes in, and with Sandstorm being so common (on your team even) that 1 HP won't last long, so it really isn't a good item on anything other than a suicide lead like Aerodactyl. Yache Berry will give you a similar effect, being able to withstand an Ice-type attack once, so I suggest you go with that, but Life Orb will give you a lot of power.

Starmie shouldn't be Choiced if you're using Rapid Spin. Getting stuck on Rapid Spin is a bad idea, and will make you very susceptible to Pursuit (You'd be Pursuit bait, as we like to call it). Either change the item or change Rapid Spin. Your team isn't hugely effected by SR anyway. Also, you're missing EVs on Starmie.

Tyranitar doesn't really belong here, since 4 of your Pokes are hurt by Sandstorm. If you want a good late game sweeper, go with Sword's Dance Lucario, it rips things apart. Check it out here: http://www.smogon.com/dp/pokemon/lucario
 
Why do you keep mentioning Garchomp? Its Uber :)

Anyway, welcome to Smogon! :) The first thing that I notice is that Gengar wants a +Speed nature, as opposed to the current Modest. Try a Hasty nature (+Speed, -Defense), or a Naive nature (+Speed, -Special Defense.

I would also change Tyranitar's moveset to that of a Choice Band variant. It is ridicolously powerful, and also bulky. Here it is:

Tyranitar with Choice Band is a monster. Capable of 2HKOing everything in OU, this beast also has a wide movepool. Stone Edge is amazingly powerful STAB (also with a high critical hit rate), Crunch is more good STAB, Pursuit chases down runners (virtually any Psychic or Ghost type in the game), and the final slot is a choice between Aqua Tail and Earthquake. Aqua Tail lets Tyranitar beat ground types, while Earthquake helps you hit steels. Although both are good options, Aqua Tail is better, as Tyraniar can bash steels with Crunch, though it cant really hurt grounds types without Aqua Tail. The EVs allow Tyranitar to retain its bulk and power, and the ones put in speed are to outrun Skarmory.

Why? He isn't running Explosion. Timid (+Spd, -Atk) is the best option, since he isn't using Atk.

Btw, I forgot to mention that I second Valdin's suggestion about Tbolt on Gengar. Sludge Bomb does not have good type coverage at all, and like he said, Shadow Ball hits everything (save Normal-types) just as hard.

As for Starmie's item. Leftovers will negate Sandstorm damage if you choose to keep Tyranitar, whereas Life Orb will give you a great offensive boost and won't hurt as much if you use Lucario > Tyranitar. Plus you can Recover away the LO damage. If you're taking both LO and SS damage, you'll need to Recover a lot more often.

Now in response to your question:
Like I said, Ttar's Sandstream hurts your team. It takes away Leftovers recovery from Blissey, and wears down your other Pokemon, making it easier for them to be OHKOed. If you had more Sandstorm immunities, Ttar would be a bit more suited for your team, but at the moment it's doing more damage than it is helping.
 
depends if you like tyranitar more then lucario personaly i mostly use lucario as a special sweeper or special atacker because of aura sphere

Problems:

Taunt DD Gyarados
SD Scizor

How to fix:

I don't want to change too much, because this is actually pretty decent (it has Dragon Claw Salamence which is a good stall breaker btw, imo.) Gyrados can come in Blissey easily and Taunt you, unleashing one or two Dragon Dance which can run havock on your team. My simple suggestion is alternating Gengar for a Scarf Rotom-H:

A simple solution to this team, let me explain why. You maintain a good check to Scizor and Overheat usually scares it away. Thunderbolt KOs any Gyarados version. Even outpaces standard Taunt Bulky Gyarados after 2 Dragon Dances. But overall, you shouldn't let it get 2 DD's because Rotom can switch in on Gyarados after it Taunts or Dragon Dances on Blissey. Shadow Ball for coverage and Trick messes up Blissey switch ins. It works great with Lucario, because it is pursuit bait, allowing Lucario to freely use SD without breaking a sweat.

Other noteworthy things you want to consider is an Jolly Lucario in the last spot. On Starmie, I would give it Leftovers with a spread of 136 HP / 156 Def / 216 Spe and the moves: Rapid Spin / Thunderbolt / Surf / Recover. Good bulky water with Rapid Spin which helps Salamence sweep more nicely. As for Salamence, I would go for the EV spread 232 Atk / 24 SpA / 252 Spe at an Adamant nature with the attacks: Dragon Dance / Earthquake / Dragon Claw / Fire Blast; thats your D-claw version, which isn't bad actually. Outside of Starmie and Lucario, you do have a decent CB/SD Scizor weakness. Starmie and Lucario are OHKO'd by U-Turn and Superpower respectively, anyways. To fix that, I would suggest taking sludge bomb off of Gengar for HP Fire. Sludge bomb has terrible coverage anyways, and there are very few instances where Sludge Bomb would be better than Shadow ball. HP Fire will not only hit the grass-types, but it will also hit the aforementioned Scizor very hard.

On Starmie, if you feel he dies to fast, go with lefties. If you feel like he doesn't have enough power, go with Life Orb.
 
If you don't want to use Rotom-H, HP Fire on Gengar is a great idea, but it requires a Spd IV of 30, which means that you no longer tie Latias and other Gengar. So if you use HP Fire, you should change your EV spread to one of these to get the most out of your EVs:

1) 76 HP / 252 SAtk / 180 Spd

2) 44 HP / 252 SAtk / 212 Spd

Number one is the preferred option, bringing you up to 331 Spd which outruns the standard MixApe. If you want, you can move 4-8 more EVs into Speed just to be on the safe side, in case you run into a MixApe with 196 or 200 Spd EVs. The HP will actually benefit you immensely. If Gengar has not taken any previous damage, it will survive a CB Scizor Bullet Punch iirc. That will give you time to OHKO back with HP Fire.

The second spread gives you enough Speed to outrun Timid Mismagius, but those aren't seen in OU very often, in fact, they are found in only 1.27% of battles, if I read that statistic correctly. So this option isn't the best.

Of course, you could run 252 / 252 just to speed tie other Latias / Gengar with HP Fire and 252 Speed EVs, but that isn't very common.

Rotom-H is definately a more reliable check to Scizor, but this could potentially work if you don't want to use a Rotom forme.
