How early can you obtain Scizor and a Poliwag?

Another question...now that overworld sprites can be shiny, does that mean if you're SRing for a shiny legendary (think Suicune or Lugia) the overworld sprite will be shiny before you battle it?

No. I don't know how HG/SS are coded on this (though most likely the same way, since they're compatible with DPPt), but in Platinum, as soon as you connect to Wi-Fi, unless you're using an AR code to prevent it, Giratina, Rotom, and Shaymin will all revert back to their normal forms.
