I have the slightest hankering to use Wigglytuff on my stall team--it's much more durable than people are willing to give it credit for... Can anybody help me come up with a good defensive moveset for one?

The support set seems to be what you are looking for. If you already have something else stealth rocking, you can replace that with T-Wave, another screen, Toxic, or Protect, depending on what your team needs.

If you put a male dragonite with dragond dance into daycare with a ditto, does the baby, which will hatch also know dragon dance?
Yup (if it is an egg move, I forget). If it's not an egg move, but a level up move, you need a male and female with DD.
If I use a hacked poffin on my Feebas, will it be obvious/bad/unable to be used in a nintendo tournament?
I would like to ask about the ability change in DPPt. As we all know some Pokémon only had one ability in Generation III. However, they gained a second ability in Generation IV (for example, Scizor, Breloom and Clefable). I read these Pokémons' ability may change while evolving in Generation IV if the Pokémon was migrated from a Generation III game. So is it already decided (like Hidden Power, IV's etc are) if the Pokémon's ability may change, or does it change at random every time you evolve it? If if happens at random, I may try to soft reset to get a Magic Guard Clefable. If it's already decided whether the ability changes or not, I would just have to breed it on Platinum. (I really prefer to breed in Emerald, since Pokémon hatch at Lv 5 instead of Lv 1 and the cloning is possible in Emerald, which is nice if you would like to make two different sets for that Pokémon)

I think it'd be fine, but if you have Platinum you can actually buy decent Poffins in the not-in-DP basement of the Veilstone department store. Purely with those, I managed to max out three contest stats on a Pachirisu. If I can do that, getting a Feebas pretty enough to evolve should be a piece of cake.
So who would be better for a stall team: Lopunny or Wigglytuff?

Wigglytuff isn't significantly more bulky, whereas Lopunny is more specialised and usual suited as a baton pass lead or something similar.
Neither, Lopunny is a bit too frail and is purely for being things like a Baton Pass lead, and Wigglytuff is too weak to take a hit, and when it comes to being a Jack of all trades, Clefable is better than Wiggly.
The codes you use would be the same I'd assume, since the codes you use are dependent on just the game you are using the codes on.

Example:
Scizor uses Swords Dance
Hippowdown uses roar
Celebi was forced to switch in!

Would scizor still have the SD boost?

No he wouldn't. Stat changes are gone after being switched out, unless you switch by using Baton Pass.
