When are the IVs generated for the legendary dogs? Are the IVs for Raikou and Entei generated when they are released from the tower, and Suicune's when you interact with it?
Yes when you release entei and raikou their IVs and nature are generated for them and when you interact with suicune its IVs and nature are generated

but i'm using a synchronizer, will that affect the results when i enter it into the seed finder?

When you're using Method J for capturing a Pokemon, how d'you know which Pokemon will appear when you go into the grass?
E.g. If I'm trying to catch a Golbat, but I know that Zubat and Geodude also can appear, how do I know I'll get a Golbat?

You have to use Encounter Slots
Right click on the frames of your seed and click calculate encounter slots and it will show you a list of them, find the one that matches up with the encounter slot of the pokemon you want.
To find a Pokemons encounter slot there should be links to w.e game you have when you click calculate encounter slots :)
The PID for the gift Dratini is generated when you actually speak to the Dragon Master to receive it, not when you speak to him to answer the questions, right?

One more question:
Does the Encouter slot also add on to me using Sweet Scent?
E.g. Hypothetically, Golbat has an encouter slot of 3 and sweet scent on this seed is a 5, therefore the monster frame would be 8?
If so, do I take my target frame - encounter slot + sweet scent - roaming pokemon (there are no wandering NPC's where I am)?
encoutner slots just tell you which pokemon will appear on that frame, they don't affect the frame more than that so don't include it when you try to calculate the number of flips/advancements you have to do
I am trying to RNG in Ravaged Path, and I don't have ANY roamers out. I am trying to fish a Magikarp (monster frame 4), and the spread I am trying to hit is on frame 187. This doesn't give me a clean number to do page flips for.

yep you can do that it should advance it by 1 to give you the desired frame
It's not working. I'm in ravaged path, and I turned, stepped, and turned again (advancement by 3 iirc). I did all of my advancements (90 page flips), and I SHOULD be on frame 183. The encounter slot program thingy on RNG Reporter says that I should Land a Pokemon when using an Old Rod, however, it is not working. Any idea what could be going wrong? I know I'm on the right seed.
Okay never mind by some divine intervention I magically got it by sweet scenting twice and throwing my stylus across the room. Thanks.
Press Start on PikaTimer at the same point that you press A to change the time. At the end of the first timer, Soft Reset [unless you are using AR]. At the end of the second timer is when you pres a on your game file to enter the game. Pressing buttons at any other point will not affect anything.
trial and error
A quick question before I screw anything up.
I make the tower, a cople of steps before I release the dogs.
If I want to go for a shiny entei or raikou, its frame - 5 right? then do the 128 steps method and then I release them?
Also can wild eep program help me find shiny seed from a spread that isnt shiny?
(Let say i found a seed in my plat and I want it to be shiny, will the program find id/sid to make it shiny?)
I'll be RNG'ing for Raikou soon. My target seed if I choose HP Grass (001a5ab8) has a frame of 26 or one of 63 (6973c6b1) if I choose HP Ice. I'd like to get all my facts straight. I can't use turning or steps to advance the RNG in his room because it has wild pokemon in it and a lack of consistency. The most reliable method thus far is detuning the radio. Is it opening the radio with the golderod theme channel, detuning and exit and repeat for one frame advance each time or is it another process? I know talking to your Pokemon has random reactions but is it a consistent number of advances for each reaction (Love it if someone can point me to the post with the info on these)?
is the togepi egg you get after beating the 1st gym a method 1? also, how would i advance the frame to rng it if i have no radio? just have the npcs move around? btw, this is on a retail cart.
So I'm using the DPPt Time finder, getting a good spread for method K for a SS ID/SID abuse. I want to have the legendary shiny, but I was told that I shouldn't have the shiny only box checked because that would require inputting an ID/SID number. Not that I don't trust what I've been told on IRC, but I'd like to get a more detailed answer here. So, when searching for, say, 31/31/31/3x/31/31 Jolly Method K, how do I search for it to be shiny?
