So what should I do? I got everything set up for catching it but I don't want to leave the cave. Any advice?
alright so I catch Lugia with master ball check ivs and then find frame. Then I can look up sets with the natures and ivs on them. Now from what I have gathered you can get some really good sets if you change the time so do I just change to the exact date and try to start the game when it hits what the time is supposed to be down to the last second?
Can anyone help with this? I still need this info and is the starting frame for Latias/Latios 1 like for most pokemon? How many moving NPCs are in Vermillion and Pewter City. I need this information so I can RNG Latias in my Heartgold and Latios when the Enigma Stone Event comes to the U.S
Time has to be down to the exact 60th of a second.
Inserting a GBA cart will:
Even Delay into Odd Delay and vice versa.

I am currently trying to RNG a Moltres in Soul Silver. I found my seed and then found my time and delay. I set up piketimer and i soft reseted at the appropriate time. I then advanced my frame by 6 by using the radio. I caught Moltres and it says No reasonable initial seed found check your date and time. I have checked my date and time and i have even tried changing the date to another one that goes with the seed. I also make sure to check the HG/SS delay option. What am i doing wrong?
P.S. 90% of the time the Moltres has a naive nature, but not the same IVs.
Does it go up or down?
E.g. My current delay is 600.
Inserting the cartidge would then make it 599 or 601...?
Or none of the above? o.O
Well, thanks for telling me in a kinder way.
And speaking of delays, it really takes practice right? What should say happen if you find a common delay and end up having a Date of say, 2222?
What would your opinion be on that? Would the popular pikatimer fix that?

You either have your date wrong or are horrible at hitting your delay.BLARG.
Alright, I'm back with another problem, but the strangest one I've ever faced :S
So I'm using RNG Reporter to try and Method J a Pokemon.
I'm also using an AR to check IV's and catch the darn thing.
I'm at Stark Mountain area just outside the entrance and I've rebattled and defeated the Dragon Tamer, meaning he shouldn't be messing with my frame advances.
HOWEVER
Everytime I check my seed using the coin flip, it keeps telling me that there is no matchs!
I've tried several times, and I keep getting no matches.
I've checked the date at least 10 times and I've also expanded the delay range for the coin flip check to look, but still no dice.
Anyone have any ideas...?

Why are you outside of Stark Mountain if your trying to catch a Method J? Its much better to save in front of the pokemon u wanna catch.
the coin flips don't work because the ash falling from stark mountain counts as a weather condition, and weather conditions screw around with the coin flips so you can't use the coin flips to check your seed/delayBLARG.

The date is definitely not wrong because I've verrified it a million times.
And I'm definitely not horrible at hitting my delay, since less than 10 minutes ago it was checking my stuff just fine and I caught something :S
And you can't save in front of trying to catch a wild Pokemon >.>
