walking in an area with wild pokemon doesn't advance frames by 2 for each step. In HG/SS its highly inconsistent so DO NOT use walking in an area with wild pokemon to advance frames.

So should I turn 472 times? Or something else? Also how do I confirm I hit my delay right in SS since I can't use the coin flip?

turning is the same doesn't advance it consistently. you can use the radio outside of lugia's cave so you can usee that or if you want more consistent frame advancements you can do 128 steps inside lugia's cave to advance the frames by the number of pokemon in your party. To check if you hit your seed/delay you can either 1) catch a pokemon check its IVs and isert the information into seed finder on RNG reporter 2) hit your delay and talk to your pokemon, note the sequence of expressions it makes each time you talk to it, those will probably be the same for that seed each time you hit it. Although remember talking to your pokemon advances frames depending on the expression it makes. I recommend the catch a pokemon method to check.

I am honestly ready to give up on Lugia. lol. He makes it too hard to advance the RNG. GRRR. ugh. How can I catch a pokemon without advancing the RNG? And if I hit the delay how do know what frame I am at currently without turning off my DS? Is that even possible? Im ready just to catch Lugia and beat the game and try it with another pokemon. It really doesn't help me if this is my first legend I am trying RNG.

catching a pokemon will advance the frames, sorry should have stated that before, you can check how much by finding that pokemon's IVs inputting them in the main window of RNG reporter and inputting your seed in the box that says Seed (Hex), set the method to K and click generate. So is there any consistent way we know of to advance the RNG in Soul Silver besides the 128 steps? cuz that is only 5 at a time for me and idk how I would get the last 2 frames unless the pokemon advances it by 2 and I get the right delay. I might just ask Pokemon Coordinator how he did it.

Just because walking is an inconsistent means of advancing doesn't mean it can't be done. I did it months ago on a cartridge by trial and error.

A Synchronizer helps a lot, to increase the likelihood you land on a good frame by accident (which is how I caught Kyogre). Doesn't work for the flawless Timid spread, but there are others.

As I recall it works for the Flawless Calm Spread though.
I used a Synchronizer back then and although I wasn't exactly on my frame it actually made me land on it.

The way you would find your current frame is to go to the the frame of the pokemon that you caught. Go to the "Actual Frame" column and then add 6 to that number.

Works great for the flawless Modest spread. 20 of the frames between 1 and 52 let you land on your Modest Kyogre, that's nearly a 50% chance.

I also "verified" the seed by talking to my Pokemon. I previously established that my Pokemon would have a green note when I talked to it if I landed on my seed (or something like that), and that talking to it increased the frame, but not enough. So I tried again, and that time I time tweaked the radio and landed on my frame.

The regular frame number is what's important in Method K\J.

And the radio doesn't work in Lugia's cave.
 
Small question.

Well, let's say I want to catch suicune in HGSS.
It's method K, and the spreadsheet shows this spread:
31|31|31 |31|31|31 With a Timid Nature
I add all the information, and it gives the new frames, the lower one being 71.
I don't have my SID, so I'll check later to see if any is shiny, the maximum being 111.

Now, I do the calibration phase, checking the box saying HGSS Delay, and I get an average delay. Now, how do I exactly get the frame to advance?
I have just being told that 256 steps advance the frame by one right? And since there are no NPCs, I would need 256 x 71 Steps to get it right?

By the way, I'm using the old RNG reporter, I'm downloading the new one now, still, if there is no problem with the old one....

What you have for frame advancement is wrong. 128 steps in an area with no pokémon advances the frame by the number of pokémon in your party.

I'm the guilty party here because I was the one who told him that. I thought it was 256, and forgot to mention the number of pokés in the party, my bad :X

Ok, let's see if I'm right.

1. Trying to catch suicune, advances the frame by 1, so it instantly becomes 70.
Lower left, part of the radio will consistenly give 3 frame advancemets whichever show is passing(the town stuff and the trainer stuff). I will only use this station.
To start advancing it, I must:
Turn on pokegear, and directly go to the radio area. Then, I click the lower left button. Drag the ball to the center, click the lower left button, and so on.

Once I get to frame 66, I walk 128 steps with 4 pokemons in my party, battle suicune and ta dah!

And by the way, is there a way to check your seed? Like the coin flip trick, or do I have to advance the frame every time?

Also, if I let the radio turned on on the last show, will the frame continue to advance? Or will it stop?

And finnally, When I'm walking 128 steps, does turning count as 1 step? And turning and walking as 2?
 
I'm not sure about your radio advances, but it looks fine. Turning does not advance the frame. The only way to check your seed is to catch a wild pokémon.

2.) How about random phone rings? How many frames will they advance?
3.) What's the frame numbers of roaming Lati@s?
4.) If I want to RNG Entei/Raikou after E4, do I have to KO them every time before I'll beat the E4?
5.) For the roaming Lati@s, if you meet them before fighting the E4 again, will they be treated like Raikou/Entei pre-E4? Or post-E4?
 
In Pokémon Diamond's RAM, what is the address of the initial and current seeds?
 
I'm not sure about your radio advances, but it looks fine. Turning does not advance the frame. The only way to check your seed is to catch a wild pokémon.

Catching pokemons in HGSS is the same than DPPt? They advance the same amount of frames? Or that is not known yet?

1.) After E4, can you still determine your seed for the non-runner legends? I believe so. Otherwise RNGing for Suicune would be a pain.

2.) How about random phone rings? How many frames will they advance? I haven't seen any information on this; it might be inconsistent. If you get a random call on a particular seed, you should make sure you wait until you get the call each time you soft reset. This way it the frame advances are the same every time, and you can hit your frame via trial and error.

3.) What's the frame numbers of roaming Lati@s? It's unknown (and inconsistent, maybe due to NPCs?) but I've heard some people say they hit frame 9 a lot.

4.) If I want to RNG Entei/Raikou after E4, do I have to KO them every time before I'll beat the E4? Yes.

5.) For the roaming Lati@s, if you meet them before fighting the E4 again, will they be treated like Raikou/Entei pre-E4? Or post-E4? Not sure what you mean by this. Raikou/Entei have the same frames pre- or post-E4 (someone correct me if I'm wrong on this), so the only difference is where you do the RNG abuse (in Burnt Tower or E4). Likewise, Lati@s' IVs will be created as soon as it's released the first time. I'm not sure how it works if you KO it though.
