I didn't say it would be impossible to RNG for the Red Gyarados, we just haven't worked out the correct frames at this time. It will be possible, and Expert Evan has already RNG'd for one through trial and error.
And yeah, all stationary Pokemon (not just legends) respawn after beating the Elite 4, if you haven't caught them yet.
I'm having serious trouble trying to manipulate the Emerald RNG to get some shiny Pokemon, and I'm hoping someone here can help. I've followed the guide in this GameFAQs topic.
My Trainer ID is 63920, my secret ID is 04664, and according to the Emloop this is one my six shiny frames.

I've been saying for awhile that when I tested in the same seed using my Zapdos following me and my Alakazam following me, Sweet Scent always advanced 2 when Zapdos was following me and 1 when Alakazam was. Ok so I'm trying to RNG Suicune in HG/SS. I'm using Method K. I have no trouble with the seed, it's the frame advancing that's causing problems. The frame is 25. Suicune's frame is 1. I call Elm 24 times. But when I interact with Suicune it's not shiny, and that's what I have it set to. Can someone tell me what I'm doing wrong?

Make a note that being on a Bike seems to always advances by one.First step in finding out what you did wrong is catching the Suicune to find out how far off you were, and finding its IVs\nature to plug into RNG Reporter. That tells you where you screwed up.
Hmmm. Okay, I'll make a note of that, but we can't do any more than that unless someone figures out WHY it does that. Frankly, there are dozens of candidate factors, ranging from the species of the Pokemon to its happiness.

Are these my true shiny frames?
I recall reading that somewhere back, but after digging through this thread, I can't seem to find it. What I did find, though, is that it is different depending upon your seed. Is this something that I can find through Seed Verifier or anything? I'm going after a Mewtwo on frame 116, and would like to plan in advance how a series of SS could advance my frame quickly, rather than calling Elm 111 times (starting frame due to roamers is 4, according to Seed Verifier).First I've ever heard of this.
